Scope of Work

The selected training institute will conduct advanced, weekday training for Junior Engineers in Civil and Electrical & Mechanical disciplines. Key topics include:

1. Civil Engineering: Surveying, levelling, earthwork measurement, construction materials testing, modern construction technologies, roads and runways, structural works, relevant IS codes, high-rise buildings, swimming pools and sewage treatment plants (STPs).
2. Electrical & Mechanical Engineering: External and internal power supply, substations, water supply systems, SCADA and automation, lifts and cranes, STP technologies, solar panels, smart meters, HVAC and fire safety.
3. Additional Deliverables: Participation certificates, post-training support, and refreshments and lunch for participants.

Training is to be delivered at the buyer's location in Chandigarh. The bid specifies approximately two batches of 10 trainees each, with around six training days per batch.

Professional Qualification and Eligibility Criteria

The bidder must be a Military Engineer Services (MES)-notified training provider. Technical evaluation carries 100 marks, and institutions scoring more than 90% will be shortlisted.

1. MES notification/approval: 30 marks.
2. Previous training experience with MES personnel: up to 40 marks; eight or more trainings receive full marks.
3. Engineering and Technology candidates trained/certified: up to 30 marks; 35,000 or more candidates receive full marks.

The GeM bid also specifies at least three years of experience in similar services. Eligible MSEs and DPIIT-recognised startups may claim applicable experience and turnover relaxations, subject to documentary proof and buyer verification.

Financial Criteria and Tender Charges

The minimum average annual turnover requirement is ₹2 lakh for three years. The estimated bid value is ₹4,80,000, inclusive of taxes.
