Tender Overview and Scope of Work

The Government of Haryana invites online bids for providing and installing a tensile sheet shed over the terraced seating at Saheed Rajguru Singh Stadium, Sondhapur, Ward 21, MC Panipat (Rural). The project includes installation of a 650 GSM tensile sheet shed with a heavy MS pipe frame and truss structure, structural steel work, reinforcement work and associated electrical items, including BLDC ceiling fans, as specified in the Bill of Quantities (BOQ). The stipulated completion period is 6 months.

Eligibility and Professional Qualification Criteria

Applicants must possess a Contractor ID on the Haryana Engineering Works Portal (HEWP). For this tender value, a valid contractor enlistment certificate and proof of ownership or lease of the specified machinery and manpower are required. Joint ventures are not permitted. Bidders must not be disqualified or blacklisted for corrupt or fraudulent practices.

Financial and Experience Criteria

1. Minimum average annual turnover: ₹11.38 lakh, as specified in the tender's Appendix to ITB.
2. Similar work experience: During the last seven years, bidders must meet one of these alternatives:
   1. Three similar works, each worth at least ₹15.18 lakh; or
   2. Two similar works, each worth at least ₹18.97 lakh; or
   3. One similar work worth at least ₹30.36 lakh.
3. Net worth: No specific minimum net worth requirement is stated in the reviewed tender provisions.
4. Turnover and experience evidence must comply with the tender's financial and technical qualification provisions.

Tender Fee and EMD

The non-refundable tender document fee is ₹2,500, payable online. The EMD is ₹75,900 for contractors or ₹37,950 for societies. Eligible Haryana Government-registered contractors may use the prescribed Earnest Money Declaration Form instead of depositing EMD, subject to tender conditions. An additional e-service fee of ₹1,180 is payable online.

Submission Guidelines

Bids must be submitted online only through https://etenders.hry.nic.in. The technical bid must include qualification documents, applicable EMD or declaration, tender fee and affidavit. The financial bid must be submitted online in the prescribed BOQ format. Physical submissions are not accepted. Incomplete, conditional or non-responsive bids may be rejected.
