Scope of Work: The project covers construction of the main building, sump, septic tank, approach road, water supply and sanitary arrangements, and electro-mechanical works.

Professional Qualification and Eligibility: Bidders must hold valid Telangana contractor registration of the required class, including Class-II (Civil) or above. The tenderer or identified subcontractor must meet the prescribed PH engineering and electrical registration requirements, including a valid A-grade electrical licence. Joint venture bids are not accepted. Blacklisted, debarred or suspended contractors are ineligible.

Financial Criteria: Bidders must demonstrate available bid capacity exceeding the estimated contract value, calculated using the prescribed formula (2AN-B). Liquid assets, credit facilities or a solvency certificate of at least ₹1,49,67,000 from a nationalised or scheduled bank are required. The certificate must not be older than one year. No minimum average annual turnover or net-worth threshold is expressly specified in the reviewed qualification clauses.

 Tender Fee and EMD: A transaction fee of ₹10,000 plus applicable GST is specified. The initial EMD is ₹7,48,400 (1% of the estimated value), payable electronically or through an unconditional and irrevocable bank guarantee in the prescribed format.
