Scope of Work

ONGC invites bids from qualified training service providers to conduct the Offshore Lifeboat Coxswain Initial Training Course (Twin Fall) for offshore employees. The programme must comply with OPITO Offshore Lifeboat Coxswain Initial Training (5152) and OISD-176 requirements.

Training covers lifeboat operation, safe launching, navigation, towing, emergency communications, rescue and recovery, personal safety, first aid, survival craft readiness and emergency evacuation procedures. The provider must arrange suitable practical training infrastructure, including survival craft/rescue craft, davits, launch areas and safety equipment. Course materials, assessments, participant certificates, attendance records and training feedback must be provided to ONGC.

Eligibility and Professional Qualifications

Bidders must demonstrate at least 3 years of experience conducting Offshore Lifeboat Coxswain training, have trained at least 50 participants during the preceding 3 years, and hold valid DGS or OPITO approval for the training. Relevant contracts and satisfactory completion/performance evidence must be submitted.

Trainers must have at least 2 years of relevant training experience, have trained at least 50 learners during the preceding 2 years, and hold the required Master Certificate of Competency, offshore coxswain certification and valid assessor/instructor credentials, along with relevant industry experience.

Financial Criteria and Tender Charges

The tender specifies an EMD of ₹75,000, payable through the permitted electronic transfer, e-BG or insurance surety bond modes. Tender fee is Nil. Minimum average annual turnover, minimum net worth and estimated procurement cost are not explicitly stated in the reviewed documents; bidders should verify the latest GeM bid conditions.

Submission Guidelines

Bids must be submitted online through the GeM portal. The techno-commercial bid and financial bid must be uploaded separately, with all required documents digitally signed by the authorised signatory.
