Scope of Work

BPCL invites bids from competent and experienced agencies for Health, Safety and Environment (HSE) training, competency assessment and certification of employees across its Marketing SBUs and entities. The assignment covers approximately 1,000 employees, with training delivered in batches of around 35 participants over two days (16 hours per batch). Locations include Mumbai, Delhi, Chennai, Kolkata and two additional locations as required.

Training topics include safety leadership, hazard identification and risk assessment, Permit to Work, process safety, fire and emergency response, electrical safety, working at height, contractor safety, environmental management, occupational health and regulatory compliance. Interactive classroom sessions, case studies, demonstrations and competency assessments are expected.

Eligibility and Qualification Criteria

Technical eligibility: Bidders must demonstrate successful completion of similar safety training assignments through one of the following:

1. One order of at least ₹36.94 lakh (Non-MSE) or ₹31.40 lakh (MSE).
2. Two orders of at least ₹23.09 lakh each (Non-MSE) or ₹19.63 lakh each (MSE).
3. Three orders of at least ₹18.47 lakh each (Non-MSE) or ₹15.70 lakh each (MSE).

Work orders, client completion certificates and a CA certificate verifying the experience documents are required. The GeM bid also specifies seven years of experience in similar services.

Tender requirement summary table

 Financial eligibility: Minimum average annual turnover of ₹14 lakh over three years (BQC specifies ₹13.85 lakh); positive net worth as per the latest audited balance sheet; and at least three completed financial years of business existence. MSE turnover relaxation is indicated on GeM. Startup relaxation for experience and turnover is not available.

Tender Fee and EMD

EMD is not applicable. No tender fee is specified; GeM bid conditions prohibit imposing a tender or bid participation fee. The tender-specific documents should be checked for any subsequent amendments.

Submission Guidelines

Bids must be submitted online through the Government e-Marketplace (GeM) portal. Complete all required declarations and upload technical qualification, financial eligibility and supporting documents. Submit the prescribed price bid with all price components and applicable GST. Review the complete tender documents and corrigenda before submission.
