Scope of Work

The selected service provider will deliver offline professional training in the IT and Software category, specifically Hardware, with the following requirements:

1. Training frequency: Weekend.
2. Training duration: 8 hours per day.
3. Course level: Basic.
4. Training type: Self-paced course.
5. Training venue: Service provider's premises.
6. Certification: Third-party certification required.
7. Training partner: Training institute.
8. Trainees: 2 participants, approximately one batch over one training day.
9. Lodging, boarding and post-training support: Not applicable as specified in the bid.

The buyer has reserved the option to increase or decrease the contract quantity or duration by up to 25%, subject to the tender's terms.

Professional Qualification and Eligibility Criteria

• Relevant experience: Three years of experience providing similar services to a Central or State Government organisation or PSU.
• Past performance: The bidder must satisfy one of the following during the specified assessment period:
  • Three similar completed services, each meeting the aggregate threshold of 40% of the estimated cost.
  • Two similar completed services, each meeting the threshold of 50% of the estimated cost.
  • One similar completed service meeting the threshold of 80% of the estimated cost.
• MSE relaxation: Eligible Micro and Small Enterprises may receive complete relaxation from the experience criterion, subject to quality and technical compliance and submission of supporting evidence.
• Startup relaxation: No relaxation from experience and turnover criteria is provided to startups under this bid.
• GeM registration: Bidders must be registered and eligible to participate on GeM and comply with applicable procurement conditions.

Financial Criteria, Tender Fee and EMD

The bid requires documents relating to bidder turnover, OEM annual turnover and experience criteria. However, minimum average annual turnover, net worth and estimated contract cost are not specified as explicit amounts in the available bid document.

3. Completion certificates or other evidence of similar completed services.
4. Bidder turnover and OEM annual turnover supporting documents, as applicable.
5. Valid Udyam certificate and supporting evidence if claiming MSE benefits or relaxation.
6. Technical proposal confirming compliance with training specifications.
7. Financial quotation submitted in the designated financial bid section.
8. Applicable declarations and undertakings required by GeM.
9. Supporting documents for any claimed exemption.
