Tender Summary

ORMAS invites proposals from eligible Project Implementing Agencies (PIAs) for empanelment as Captive Employers under Category-A and implementation of placement-linked skill development programmes under DDU-GKY 2.0 across Odisha. Training is to be undertaken in NSQF/NQR-aligned job roles, with a minimum 70% placement objective, following MoRD’s DDU-GKY 2.0 Guidelines and SOPs. 196_eoi_doc_attach

Scope of Work

Empanelled PIAs will implement approved DDU-GKY 2.0 training projects within prescribed timelines and standards, including training in eligible job roles and placement-linked skilling for rural youth. Project targets will be sanctioned by ORMAS/PAC; for Captive Employers, the maximum target is 5,000 or 40% of ESIC/PF-registered manpower, whichever is lower, with an individual project capped at 1,200. 196_eoi_doc_attach 196_eoi_doc_attach

Professional Qualification & Eligibility

Applicants must have a valid MoRD Permanent Registration Number (PRN) and Category-A Captive Employer status/eligibility. Key requirements include: minimum 3 years’ existence; valid EPFO/ESIC/Factory registration; valid TIN/TAN/GST; Aadhaar/PAN-linked bank account; minimum ₹25 crore turnover; positive net worth in at least 2 of the last 3 financial years; minimum 2 years’ training experience; compliant training centre infrastructure; and employment provided to 500+ persons during the preceding 3 years. Financial & Fee Details

The proposal processing fee is ₹29,500 (inclusive of GST), non-refundable, payable to NABCONS and transaction details must be uploaded online. The EOI does not specify an EMD or estimated project cost. 196_eoi_doc_attach
