Scope of Work

The EOI seeks eligible Captive Employers/Skilling Agencies to undertake industry-aligned, placement-linked skill training for rural poor youth and to support sustainable employment under DDU-GKY 2.0. JSLPS proposes training targets for 7,226 rural poor youth for the 2026–2028 project period, subject to appraisal, approval, fund and target availability. 189_eoi_doc_attach

Eligible applicants will be empanelled as PIAs and may be allocated training targets based on appraisal and programme requirements. Empanelment does not create an automatic right to receive targets. 189_eoi_doc_attach

Pre-Qualification / Eligibility Criteria

Applicants must have a valid MoRD PRN, minimum 3 years of legal existence, applicable EPFO/ESIC registrations, valid PAN/GSTIN/TAN and an Aadhaar-enabled bank account. They must have ₹25 crore or more annual turnover in each of FY 2022-23, 2023-24 and 2024-25, positive net worth in at least two of these three years, and at least 2 years' experience in skill development/training. Applicants must also have provided employment to at least 500 candidates during FY 2023-24 to FY 2025-26. Manpower outsourcing, staffing or labour-supply entities are not eligible. 189_eoi_doc_attach

Project & Training Requirements

Projects fall under Priority A–D categories. Priority A Captive Employers may have up to 5,000 candidates or 40% of EPFO/ESIC-registered workforce, whichever is lower. Other eligible categories generally have project sizes capped at 1,200 targets, subject to outcome-based top-up sanctions. 189_eoi_doc_attach

Minimum training duration is 576 hours—396 domain and 180 non-domain hours. Candidates must receive employment with minimum monthly remuneration of ₹12,000 or applicable State/UT minimum wages for semi-skilled workers, whichever is higher. 189_eoi_doc_attach

Submission & Key Dates

Proposals must be submitted exclusively online through the Kaushal Bharat Portal at https://kaushal.rural.gov.in. The final submission deadline is 12 October 2026, up to 15:00 hours. Late or other-mode submissions will not be considered. 189_eoi_doc_attach
