Scope of Work

ORMAS invites eligible Project Implementing Agencies (PIAs), with a valid Permanent Registration Number (PRN) issued by the Ministry of Rural Development (MoRD), for empanelment as Captive Employers and implementation of placement-linked skill development training under DDU-GKY 2.0 in Odisha. Training must be in NSQF/NQR-aligned job roles and follow MoRD's DDU-GKY 2.0 guidelines and SOPs. The objective includes achieving minimum 70% placement in suitable sectors/job roles. 195_eoi_doc_attach

Professional Qualification & Eligibility Criteria

For Captive Employment Category “A”, the applicant/industry must generally have:

1. Existence for at least 3 years.
2. Valid EPFO/ESIC/Factory Registration.
3. Valid TIN/TAN/GST registration.
4. Valid bank account linked with Aadhaar/PAN.
5. Minimum turnover of ₹25 crore.
6. Positive net worth in at least 2 of the last 3 financial years.
7. Minimum 2 years' training experience.
8. Existing training centre meeting applicable NSQF/industry infrastructure norms.
9. Employment provided to 500 or more jobs in own/subsidiary agencies/companies during the preceding three years.
10. Manpower-supplying companies are not eligible. 195_eoi_doc_attach

Applicants must already have/obtain Category “A” status allocated by MoRD before subsequently applying for project proposals. 195_eoi_doc_attach

Key Tender Details

The EOI specifically requires the ₹29,500 proposal processing fee to be paid to NABCONS and the transaction details uploaded on the DDU-GKY portal. The qualitative appraisal fee is waived for Captive Employment proposals. 195_eoi_doc_attach

Proposals must be submitted through https://kaushal.rural.gov.in using the prescribed online format. Applicants must upload scanned copies of relevant certificates/supporting documents and sign the uploaded statements/documents confirming their correctness and authenticity. 1. MoRD PRN / Category “A” status documentation.
2. Certificate of incorporation/registration proving minimum 3-year existence.

4. TIN/TAN/GST certificate.
5. Bank account proof linked with Aadhaar/PAN.
6. Audited financial statements/records supporting ₹25 crore turnover and net-worth requirement.
7. Evidence of minimum 2 years' training experience.
8. Training-centre ownership/availability and infrastructure compliance documents.
9. Evidence of 500+ employment positions created/maintained during the preceding three years.
10. Prescribed annexures and other supporting certificates/documents required in the online proposal.
11. Proof of payment of ₹29,500 processing fee and transaction details.
12. Signed/authenticated copies of uploaded documents.
