Scope of Work: The selected partner will assess local industry requirements, design suitable courses, mobilise and counsel candidates, provide qualified trainers and training infrastructure, establish employer partnerships, arrange apprenticeship or on-the-job training, and facilitate independent assessment, certification and placement. Priority sectors include manufacturing, logistics, warehousing, e-commerce, digital and IT-enabled services, automation, AI and green skills.

Professional Qualification and Eligibility: Eligible applicants may include companies, registered societies or trusts, skill universities, industry or sector bodies, and qualifying consortia. Proposals must demonstrate the three specified competency profiles covering government and institutional engagement, senior corporate leadership and industry linkages, and large-scale skill development and workforce capability building. Profile B requires a senior leader with at least 15 years of relevant experience. Supporting CVs and employment or experience evidence are required.

 Tender Details and Financial Requirements

Financial Criteria: The GeM bid document specifies a minimum average annual turnover of ₹5 lakh over three years. Audited financial statements or a certificate from a Chartered Accountant/Cost Accountant must support turnover claims. No specific net-worth requirement is stated in the supplied documents.

Tender Fee and EMD: The RFP checklist specifies a tender fee of ₹5,000 and an Earnest Money Deposit (EMD) of ₹20,000, payable as specified in the tender documents in favour of “LABOUR OFFICER RAIGARH.” Bidders should verify the applicable payment and exemption provisions on GeM before submission.
