Scope of Work

The selected service provider must deliver a total of 180 training hours:

1. DB2 Administration & Performance Tuning: 4 participants, 50 hours.
2. Cyber Security: 2 participants, 40 hours.
3. Java Spring Boot Development: 7 participants, 50 hours.
4. Network Administration & Management: 2 participants, 40 hours.

Training will primarily be conducted offline at MSTC Corporate Office, New Delhi. Online participation may be permitted for officers located elsewhere. The scope includes practical exercises, demonstrations, case studies, course materials, assessments, attendance records, feedback reports and completion certificates.

Professional Qualification and Eligibility Criteria

Bidders must demonstrate relevant experience in specialized technical training, including DB2/database administration, cybersecurity, Java/Spring Boot, network administration or IT infrastructure. A minimum of three years' experience in the same or similar services is specified.

Proposed trainers must have relevant educational qualifications, professional certifications where applicable, industry experience and subject-matter expertise. The bid requires supporting evidence for relevant assignments.

Financial Criteria

The minimum average annual turnover is ₹1 lakh for the last three financial years. The OEM's average annual turnover requirement is also ₹1 lakh. The OEM must have positive net worth as per its latest audited financial statement. Turnover and experience relaxations for MSEs and startups are not provided in the bid details.

Evaluation Method

The tender follows Quality and Cost Based Selection (QCBS), with 70 marks for technical evaluation and 30 marks for financial evaluation. Bidders must score at least 50 out of 70 in technical evaluation to qualify for financial assessment.

Tender Fee, EMD and Submission

The GeM bid states that EMD is not required. No separate tender fee is specified in the bid document. Bids must be submitted online through GeM under the two-packet bidding system, comprising technical and financial submissions, with the documents requested in the bid.
