Scope of Work

The tender covers the construction of a Skill Development Center in the BC locality of Ibrahimpatnam. The work includes civil construction activities such as site work, earthwork excavation, masonry, plastering, concrete work and associated activities as specified in the tender drawings, Bill of Quantities (BOQ) and technical specifications.

Eligibility Criteria

Bidders must hold valid contractor registration in the appropriate class and category prescribed by the authority. Applicants must not be blacklisted, debarred or suspended from government contracting. Joint venture bids are not accepted unless specifically permitted. A declaration regarding non-blacklisting is required.

Professional Qualification and Experience

Bidders must submit contractor registration documents and supporting qualification information. Relevant technical personnel must be deployed for supervision. The supplied document does not specify minimum years of experience, a minimum average annual turnover, or a minimum net worth requirement. These conditions should be verified against the applicable NIT.

Financial Criteria, Tender Fee and EMD

The tender document states that the initial Earnest Money Deposit (EMD) is 1% of the Estimated Contract Value (ECV). The successful bidder must provide the balance EMD so that the total reaches 2.5% of the applicable ECV/contract value, as prescribed. Permitted instruments include a demand draft from a scheduled/nationalised bank or an eligible bank guarantee.

The tender document is available free of cost through the e-procurement portal. A separate transaction fee of 0.03% of ECV, capped at ₹10,000, is prescribed, subject to applicable charges. The successful bidder must also pay the e-procurement corpus fund of 0.04% of ECV, capped at ₹10,000.

Bids must be submitted online through https://www.eprocurement.gov.in. Bidders should upload the technical bid, price bid/BOQ and scanned supporting documents in the prescribed formats. Late submissions will not be considered. Original documents may be required for verification and by the successful bidder before signing the agreement.
