Scope of Work

The selected Operating Partner will establish and manage the training centre within approximately 1,745 sq. m of space provided by DSD. Responsibilities include interior fit-out, procurement and maintenance of equipment, recruitment of qualified trainers and staff, curriculum development, practical training delivery, assessments, certification coordination, industry partnerships, internships, placement assistance, performance monitoring and reporting. All centre assets, systems and relevant documentation must be transferred to DSD at the end of the engagement.

Training Programmes

The centre will offer Advanced Certificate training in Beauty & Spa Therapy, Cosmetology, and Hairdressing & Make-up. Each programme will run for 10–12 months, with approximately 80% practical and 20% theoretical learning. The indicative intake is 200 candidates in Year 1 and 200 in Year 2.

Eligibility and Professional Qualifications

Applicants must be legally established in India as an eligible entity and demonstrate at least three years of relevant project management or skill-development experience, including three years of institutional training experience in Beauty & Wellness. They must have at least 40 technical professionals, a dedicated training institution with operational premises, adequate infrastructure, and a record of training at least 1,000 candidates annually during the last three years. Industry-oriented curricula, verifiable placement outcomes and experience with industry-grade equipment are also required. ISO 9001:2015 certification is mandatory unless an applicable government-organisation exemption applies.

Financial Criteria

The minimum average annual turnover is ₹20 crore in any three of the five financial years from 2021–22 to 2025–26, supported by audited financial statements and a CA certificate with UDIN. The EOI does not specify a minimum net-worth requirement or estimated project cost. Tender fee, EMD and EMD exemption provisions are not specified in the reviewed EOI; applicants should verify the official portal and any corrigenda.

Proposals must be submitted online in a single cover through https://tripuratenders.gov.in using a valid Class 3 Digital Signature Certificate (DSC). Documents T-1 to T-9 must be uploaded as digitally signed PDFs, along with the prescribed BoQ file. Hard copies are not required.
