Scope of Work

The selected bidder will supply and commission the VR training laboratory, including VR headsets, firefighting simulation modules, trainee monitoring systems, and immersive 3D training content. The system must support multiple fire scenarios across industrial, residential, commercial, hospital, public-building, oil and gas, and other environments.

The scope also includes laboratory setup, installation, testing, initial training, Stereo 3D fire safety documentary content, software updates, technical support, and warranty services. The technical specifications require 20 VR devices, a minimum of 30 training environments, and ongoing support and maintenance provisions.

Professional Qualification and Eligibility Criteria

1. Minimum three years of experience in supplying the same or similar category of products.
2. Bidder's minimum average annual turnover: ₹2.5 crore over the last three financial years.
3. OEM's minimum average annual turnover: ₹5 crore over the last three financial years.
4. Relevant government/PSU supply experience and past-performance evidence must be provided.
5. A functional service centre in India is mandatory.
6. The bidder must submit the required OEM authorisation, technical product literature, and applicable certifications, including the specified TPN Gold Shield certification and latest audit evidence.
7. The bidder must not be bankrupt, under liquidation, or under court receivership.

Eligible MSEs and DPIIT-recognised startups may claim applicable experience and turnover relaxations, subject to the tender conditions, technical compliance, and supporting documents.

Financial Criteria, Tender Fee and EMD

The Earnest Money Deposit (EMD) is ₹10,00,000. The bid document does not specify an estimated contract value or a separate document collection fee. EMD exemption may be available to eligible categories under the applicable GeM rules, subject to valid supporting documents and buyer verification. The bid-specific conditions identify DD, FDR, and Bank Guarantee as acceptable EMD instruments; bidders should also check the bid's other applicable provisions before submission.

Submission Guidelines

Bidders must submit their offers electronically through the GeM portal using the prescribed two-packet bidding process (technical and financial bids). All mandatory documents must be uploaded in accordance with the bid document, technical specifications, Additional Terms and Conditions (ATC), and any corrigenda. EMD documentation must follow the prescribed submission and validity requirements. The original instrument, wherever applicable, must be delivered to the buyer within the stipulated timeline.
