Scope of Work

The selected implementing agency will undertake end-to-end project implementation across priority blocks, including Gomia, Bermo, Nawadih, Jaridih and Chandrapura. Key responsibilities include:

1. Mobilising and selecting 100 eligible mining-affected households, prioritising vulnerable women.
2. Supporting the construction of 100 scientific bamboo goat sheds.
3. Procuring and distributing pure Black Bengal goats, with quarantine, veterinary care, vaccination, insurance and tagging.
4. Providing training in livestock management, nutrition, financial literacy and enterprise development.
5. Forming Farmer Producer Organisations (FPOs), establishing a revolving Goat Bank mechanism, monitoring beneficiaries and developing market linkages.

Eligibility and Professional Qualification Criteria

Applicants must be a single legal entity registered in India, such as a society, trust or company, with valid registration, GST and PAN documentation. Bidders must not be blacklisted or have pending litigation with Central or State Government departments, as specified in the RFP.

The proposed team must include one Programme Manager, two Village Livelihood Coordinators, one Para Veterinarian and two Community Support Staff. Qualifications range from a minimum of Class 10 for support staff to relevant graduate, postgraduate or diploma qualifications for professional roles.

Financial and Experience Criteria

The bidder must demonstrate a minimum average annual turnover of ₹50 lakh over FY 2022–23, FY 2023–24 and FY 2024–25. Similar project experience of at least ₹50 lakh cumulatively in the last three years is specified, along with relevant livestock or animal husbandry experience. A separate minimum net-worth requirement is not specified in the tender criteria reviewed.

Tender Fee, EMD and Submission

The non-refundable tender processing fee is ₹5,000. The EMD is ₹2,00,000, payable online. Eligible MSMEs may claim EMD exemption by submitting a UDYAM certificate verified by the GM-DIC, Government of Jharkhand.

Bids must be submitted online through the Jharkhand e-Procurement Portal. Technical and financial proposals must be submitted separately, with duly signed and stamped supporting documents. Selection follows the Quality and Cost Based Selection (QCBS) method, with 70% weightage for technical evaluation and 30% for financial evaluation. A minimum technical score of 35 out of 70 is required to proceed to financial evaluation.
