Pre-Qualification Criteria Scope of Work: EPI invites experienced agencies for empanelment under a rate contract for the supply, installation, testing and commissioning of products and solutions across India, including operation and maintenance wherever required. Category A covers renewable energy products, including solar lighting, solar power systems and solar water pumps. Category B covers skill development solutions, including smart classrooms, ICT equipment, laboratories, learning kits, vocational toolkits, robotics, STEM and AR/VR equipment.
Eligibility and Qualification Criteria: Applicants must be registered Indian companies, LLPs, partnership firms or proprietorship firms. Consortiums and joint ventures are not permitted. Applicants may apply for either or both categories, but must independently meet the experience criteria for each category applied for. Minimum Experience: During the preceding seven years, applicants must have completed either one similar work worth at least ₹20 crore, two similar works worth at least ₹12.50 crore each, or three similar works worth at least ₹10 crore each. Financial Criteria: Minimum average annual turnover of ₹10 crore over the three financial years ending 31 March 2026. Net worth must be positive as of 31 March 2026, supported by a CA certificate with UDIN, or applicants may submit a banker's certificate for ₹10 crore. Applicants must not have incurred losses in more than two of the last five financial years. Tender Fee and EMD: The non-refundable EOI fee is ₹11,800, inclusive of 18% GST. EMD is ₹5,00,000 per category, or ₹10,00,000 for both categories. No fee or EMD exemption is permitted, including for MSMEs and startups. Submission Guidelines: The technical bid must be submitted online through the CPP e-Procurement Portal. The signed and stamped price bid (Annexure F) must be submitted offline in a sealed envelope to EPI, New Delhi. A valid Class III Digital Signature Certificate is mandatory. Both submissions must reach EPI within the prescribed deadline.
