Scope of Work

The project involves completing the Skill Development Centre at Nimmakuru, Krishna District. The Schedule-A includes civil and building works, reinforced cement concrete, steel reinforcement, masonry, plastering, roofing and waterproofing, electrical installations, lighting, fans, water supply and sanitary arrangements, and other listed items. The work must be completed within three months, in accordance with the tender specifications, drawings and applicable schedule of rates.

Professional Qualification and Eligibility Criteria

Eligible bidders must hold valid Government of Andhra Pradesh civil contractor registration in Class IV or a higher class, or Class V (New/Renewal) as permitted under the government orders cited in the NIT. Bidders must not be blacklisted, debarred or suspended from contracting. Joint venture bids are not accepted unless specifically permitted. Bidders must provide the required registration documents, declarations and signed tender undertaking.

Financial Criteria

The tender specifies an estimated contract value of ₹49,97,848, a non-refundable bid processing fee of ₹11,800 and an initial EMD of ₹49,978 (1% of the estimated contract value). The balance EMD, calculated at 1.5% of the tender contract value or estimated contract value, whichever is higher, is payable at agreement stage as prescribed. No minimum average annual turnover, minimum net worth or quantified minimum experience threshold was identified in the supplied NIT provisions reviewed.

Tender Fee and EMD

The bid processing fee must be paid online, mentioning the NIT number, and the receipt must be uploaded with the bid. EMD must be paid through online payment/challan generation as specified in the tender. The e-procurement transaction fee is also payable separately. Submission Guidelines

Bids must be submitted exclusively through the Andhra Pradesh e-procurement portal: https://www.eprocurement.gov.in. Bidders must register on the portal, upload legible and duly signed scanned documents in the prescribed format, pay the required fees, and digitally authenticate the bid. Paper bids are not accepted. Only eligible and technically responsive bids proceed to price-bid evaluation. Bids quoting above the estimated contract value are liable to rejection.
