Scope of Work

The Indian Coast Guard, under the Ministry of Defence, invites bids from eligible service providers for a Personality Development Training Programme for personnel nominated by Coast Guard District Headquarters (CGDHQ), Okha. The programme will cover 50 personnel in two batches of 25, with five days of training of approximately seven hours per day.

Key training areas include personality development, self-awareness, motivation, communication and presentation skills, interpersonal relationships, leadership, team building, time management, stress management, public speaking and problem-solving. Training will use lectures, multimedia presentations, role plays, group activities, case studies and structured exercises.

The service provider must arrange qualified and experienced trainers, customised course materials, study material printing and certificates. The quoted fee must include trainers’ travel, lodging and boarding expenses. The training venue is CGDHQ, Okha, with dates to be mutually agreed with the buyer.

Professional Qualification and Eligibility Criteria

1. Minimum experience: Two years in providing similar services.
2. Bidders must demonstrate relevant experience delivering similar services to Central/State Government organisations or PSUs.
3. Trainers should have expertise in personality development, behavioural training, communication, presentation, public speaking, interpersonal skills and leadership development. Relevant experience certificates should be provided.
4. Similar-service completion criteria: Three projects worth at least 40% of estimated cost each, or two projects worth at least 50% each, or one project worth at least 80% of estimated cost.
5. MSEs and DPIIT-recognised startups may claim turnover relaxation, subject to applicable conditions, technical compliance and supporting documents.

Financial Criteria, Tender Fee and EMD

The estimated tender value is ₹8,55,500, inclusive of taxes. The EMD is ₹30,000. The GeM bid document does not specify a tender fee; its terms prohibit asking for a tender or bid participation fee. Eligible service-provider MSEs and recognised startups may claim EMD exemption where permitted under GeM rules, with valid supporting documents.

The bid uses a two-packet system, with technical evaluation followed by financial evaluation and a reverse auction as applicable. Payment is 100% after delivery and acceptance by the user.
