Scope of Work

NSDC invites eligible agencies to provide language training management services at Skill India International Centres (SIICs) across India. The scope includes deploying qualified trainers for English, German, Japanese, Spanish, Arabic, French and other required languages; conducting classroom or blended training; administering assessments; maintaining a Learning Management System (LMS); providing study materials and post-training support; tracking candidate progress; submitting performance reports; and offering relevant overseas employment and placement assistance.

Eligibility Criteria

Applicants must be legally registered entities in India and have been operational for at least three years as of the RFP publication date. Valid PAN and GST registration are required, as applicable. Consortium participation is permitted subject to the RFP conditions. Eligible bidders must demonstrate relevant language-training or related skill development, education, recruitment or overseas placement experience.

Technical Qualification Criteria

Bidders must demonstrate at least three years of relevant experience in foreign-language training or related operations. Proposed trainers must hold appropriate academic qualifications, recognised language certifications and relevant teaching experience. Technical evaluation considers relevant projects, project scale, trainer qualifications and other prescribed parameters. A minimum technical qualifying score of 70 out of 100 is required.

Financial Criteria

The minimum average annual turnover is ₹7 Crore for FY 2022–23, FY 2023–24 and FY 2024–25, from eligible related services. A CA-certified turnover statement with UDIN and supporting financial and project records must be submitted. No separate net-worth requirement is specified in the reviewed eligibility criteria.

Tender Fee and EMD

The tender document fee is Nil. EMD/bid security is not required. The successful bidder is required to provide performance security as prescribed in the RFP and GeM bid conditions.
