Scope of Work

The tender invites bids for the supply of 6,677 units/items covering ITI training materials, workshop tools, metal components, electrical accessories, automotive consumables, electronic components, sensors, Arduino modules, batteries, soldering accessories and related equipment. The successful bidder must supply all ordered items according to the BOQ quantities and technical specifications, in a single delivery within 15 days of receiving the purchase order. A minimum one-year warranty is required.

Eligibility Criteria

1. The bidder’s registered office must be located in Gujarat, supported by documentary evidence.
2. The bidder must be a dealer, distributor, authorised seller or authorised representative wherever applicable.
3. Only eligible Class-I and Class-II local suppliers are permitted under the stated Make in India conditions, subject to applicable provisions for eligible MSEs.
4. Bidders must comply with the Gujarat State Procurement Policy-2024 and applicable GeM requirements.
5. The bidder must not be bankrupt or under liquidation, court receivership or similar proceedings.
6. The quoted price for each individual item must not exceed ₹20,000.

Professional Qualification and Financial Criteria

No specific professional degree, individual qualification or minimum years of experience is expressly prescribed in the reviewed ATC. The minimum average annual turnover for the last three financial years must be 200% of the bid value, supported by certified audited balance sheets or a CA/Cost Accountant certificate.

 Tender Fee and EMD

No tender fee is specified in the reviewed bid documents. The ATC states an EMD of ₹9,234 for bidders not eligible for exemption under the Gujarat State Procurement Policy-2024. The scanned EMD proof must be uploaded with the bid, and the original instrument must be delivered to ITI Maninagar within five days of the applicable bid date. The EMD provision should be verified against the GeM bid details before submission because the estimated value is below ₹5 lakh and the attached GeM General Terms and Conditions contain a conflicting bid-security provision.

Submission Guidelines

Bids must be submitted online through the Government e-Marketplace (GeM) portal. Upload the required technical, financial and supporting documents, including the duly signed and stamped ATC. Submit the original EMD instrument physically within the prescribed period if applicable. Quote strictly against the BOQ specifications and quantities. Incomplete or non-compliant bids may be rejected.
