Scope of Work

The Indian Army invites bids for Professional Training Services for Rigger Training for CFF Instructors. The training is to be conducted offline at the buyer’s location in Chamba, on weekdays, through classroom-based, instructor-led sessions at an intermediate level.

The bid specifies eight hours of training per day, an approximately 10-day training period, one batch of around 10 students, and participation certificates upon completion. The contract period is specified as 11 days.

Professional Qualification and Experience Criteria

Bidders must demonstrate at least three years of experience providing similar services to Central or State Government organisations or PSUs. Supporting contracts, invoices with bidder self-certification, client execution certificates showing contract value, or other acceptable execution evidence must be submitted.

The bid requests experience credentials, an OEM Authorisation Certificate, OEM annual turnover details, bidder turnover information and additional documents specified in the buyer-added terms. An appropriate training-provider capability and compliance with the specified training requirements should be demonstrated.

Eligibility Criteria

Bidders must be registered and eligible to participate on GeM and meet the tender’s technical and documentary requirements. The bidder must not be bankrupt, under liquidation, or subject to court receivership or similar proceedings. An undertaking confirming financial standing is required.

Valid Micro and Small Enterprise (MSE) and DPIIT-recognised Startup bidders may claim the specified experience and turnover relaxations, subject to applicable conditions, technical compliance and supporting evidence. EMD exemption is subject to GeM rules and valid supporting documentation.

Financial Criteria, Tender Fee and EMD

The minimum average annual turnover for the last three financial years is ₹1,00,000, verified through GeM. The estimated bid value is ₹14,75,000, inclusive of taxes. The required Earnest Money Deposit (EMD) is ₹29,500, payable through an acceptable mode under the bid conditions. The tender document does not specify a separate tender fee; GeM’s applicable terms prohibit tender or bid participation fees.

Submission Guidelines

Bids must be submitted online through the GeM portal using the two-packet bidding process. Bidders should upload the technical and eligibility documents and submit pricing in the designated financial bid section. Upload the required catalogue/brochure with specifications and pictures, and the notarised non-debarment/non-blacklisting certificate on ₹100 stamp paper.

The bid offer validity is 180 days from the closing date. Review the complete bid document and buyer-added terms before submission.
