The Indian Army, under the Ministry of Defence and Department of Military Affairs, has invited bids through the Government e-Marketplace (GeM) for the supply of Iron Mesh Net for QRT Vehicle Training.

The procurement covers two units, with delivery specified within 30 days to the consignee location in Jorhat, Assam. Bidders must supply products that comply with the technical specifications and requirements stated in the GeM bid document and the buyer's specification attachment.

The buyer has also specified a product sample for evaluation during the Technical Evaluation Committee (TEC) process. The purchaser reserves the right to increase or decrease the ordered quantity by up to 25%, subject to the tender conditions.

Professional Qualification and Eligibility Criteria

1. Minimum experience: Three years of experience in supplying the same or similar category of products to Central or State Government organisations or PSUs.
2. Past performance: Supply of similar products equivalent to at least 30% of the bid quantity in at least one of the last three financial years.
3. Bidder turnover: Minimum average annual turnover of ₹1.15 lakh over the last three financial years.
4. OEM turnover: Minimum average annual turnover of ₹9 lakh over the last three financial years.
5. Experience and turnover relaxation: The bid provides relaxation for eligible Micro and Small Enterprises (MSEs) and DPIIT-registered startups, subject to the applicable conditions, technical compliance and supporting documents.
6. Local content: The tender specifies minimum local content of 50% for Class-I local suppliers and 20% for Class-II local suppliers under the applicable Make in India provisions.

The bid specifies a two-packet bidding process, with technical and financial bids evaluated as per the GeM procedure. Turnover eligibility is subject to verification by the buyer during technical evaluation.

Financial Criteria and Tender Fees

The tender requires bidder and OEM turnover documentation. No minimum net worth requirement or estimated tender value is stated in the bid details. EMD is explicitly marked as not required. The bid document does not state a separate tender fee.
