Scope of Work

The tender invites eligible training institutions to conduct offline basic self-defence training for 1,200 women under the 2026–27 programme. Training will be delivered at a third-party location in approximately 24 batches of 50 participants each. Each batch is expected to receive 15 days of training, with sessions of two hours per day. The contract period is four months, and participation certificates must be issued.

Eligibility Criteria

1. Registered institution, company, partnership, cooperative or other eligible legal entity.
2. Minimum three years of experience in similar work.
3. Relevant sports association affiliation or recognition, as specified in the tender.
4. Valid registrations and statutory documents, including PAN, GST and applicable PF/ESIC registrations.
5. An office in the consignee’s state, supported by documentary evidence.
6. The bidder must not be bankrupt, under liquidation or in receivership.

Financial Criteria

The attached departmental notice specifies a minimum annual turnover of ₹10 lakh in at least one of the last three financial years, supported by audited financial statements and applicable tax audit records. Net worth criteria are not specified.

The GeM bid indicates an estimated value of ₹90,000, while the departmental notice refers to an estimated training cost of ₹60,000. This discrepancy should be verified with the tendering authority before bidding.

Trainer Qualifications

Trainers/coaches must meet the prescribed sports or self-defence qualifications and experience requirements, including relevant NIS or equivalent qualifications, recognised sports achievements, coaching experience and supporting certificates, as applicable.

Submission Guidelines

Bids must be submitted online through the Government e-Marketplace (GeM) portal using a two-packet bidding process. Upload all technical, eligibility, experience and financial supporting documents in the designated sections. The bid offer validity is 180 days from the closing date.
