Scope of Work

The tender invites eligible service providers to deliver offline professional training under the Disaster Management Skills and Development category. The programme focuses on school safety and disaster management training, supported by study materials and related training resources.

The GeM bid specifies training at the buyer’s location, eight hours per training day, and a basic-level course without certification. The bid indicates approximately 210 batches and 10,498 trainees, with the buyer retaining the option to vary contract quantity or duration by up to 25%, subject to the bid conditions.

Professional Qualification and Eligibility Criteria

1. Minimum average annual turnover of ₹13 lakh during the last three financial years, supported by audited financial statements or a CA/Cost Accountant certificate.
2. At least three years of experience providing similar services to Central/State Government organisations or PSUs.
3. Similar-work experience must meet the prescribed completion criteria: three projects worth at least 40% of estimated cost each, two projects worth at least 50% each, or one project worth at least 80%.
4. The Hindi notice additionally requires relevant training experience, supporting contract/work-order evidence, and a solvency/financial-status certificate of at least ₹50 lakh.
5. The bidder must provide applicable statutory registrations, declarations and certificates and comply with the buyer’s Additional Terms and Conditions (ATC).

Net worth: A separate net-worth threshold is not specified. The ₹50 lakh solvency/financial-status certificate requirement should not be interpreted as a formally stated net-worth criterion.

Financial Criteria, Tender Fee and EMD

The estimated contract value is ₹27 lakh, inclusive of taxes. The EMD is ₹27,000, payable as specified in the bid and notice. The GeM bid states that an acceptable surety bond is also permitted. No tender fee is specified; GeM’s applicable terms prohibit tender participation fees.

Eligible bidders seeking EMD exemption must submit valid supporting documents under applicable GeM rules. Since the Hindi notice separately directs bidders to submit EMD, bidders should confirm exemption applicability with the buyer before relying on it.

Submission Guidelines

Bids must be submitted online through the Government e-Marketplace (GeM) portal using the prescribed two-packet process. Upload the technical and eligibility documents and submit the financial quotation in the designated financial bid section. The original EMD instrument and training-related sample/materials must be handled in accordance with the Hindi notice and applicable bid instructions.
