Scope of Work

Suraksha Setu Society invites eligible agencies, organisations and vendors to provide basic self-defense training to 2,700 women across Gir Somnath district. The selected agency must:

1. Deliver 15 days of training to each batch of 50 women.
2. Provide training at locations designated by the authority, including schools, colleges, hostels, orphanages, slum areas, women's hostels and remote or underserved locations.
3. Deploy qualified trainers and female trainers during training sessions.
4. Arrange daily photography and video recording, with 25 photographs per batch per day as specified in the tender.
5. Submit supporting documentation, including participant records, certificates, consent forms and relevant photographs or videos, along with invoices.
6. Quote an all-inclusive per-woman training price for the full 15-day programme, including applicable taxes. Separate transportation or other expense claims are not permitted.

The selected contractor must perform the work directly; subcontracting is prohibited.

Eligibility and Professional Qualification Criteria

Applicants must meet the following requirements:

1. Be legally registered under applicable legislation, with an office registered in Gujarat.
2. Hold authorisation or recognition for the relevant martial arts discipline, supported by a letter from the Gujarat State Olympic Association, Sports Authority of Gujarat or a recognised State Association, as applicable.
3. Have at least three years of relevant self-defense training experience, supported by work orders or completion certificates.
4. Have a turnover of at least ₹10 lakh in any one of the last three financial years.
5. Submit PAN, GST, TAN, PF, ESIC and Professional Tax registration certificates, as applicable and required by the tender.
6. Provide audited accounts, income tax returns and a CA certificate for the relevant financial years.
7. Submit an undertaking confirming no financial default, police or criminal record, and compliance with the tender requirements.

Trainer/coach qualifications: The tender specifies qualifications such as NIS or equivalent/higher qualifications or national-level medals for coaches. Trainers must meet the prescribed academic or sports-achievement criteria, be medically fit, be no older than 40 years, have at least five years' experience in police coaching and two years' experience in self-defense technical demonstrations, and provide verified credentials and police character verification.
