Scope of Work

The Haryana Forest Department invites e-tenders to select a management agency for catering, tentage, furniture and transportation services under the CAMPA scheme, Haritima: Haryali Ke Rang, Haryana Ke Sang.

The assignment covers approximately 70 training-cum-awareness camps for eco clubs, schools and educational institutions, ten divisional-level training programmes and one two-day state-level master training workshop across Haryana.

Services include refreshments, breakfast, lunch, dinner, tentage, tables, chairs and transportation. The estimated number of participants is approximately 50–100 per programme. Actual requirements may vary depending on departmental approvals, attendance and budget availability.

2. Professional Qualification and Eligibility Criteria

1. Bidders must have experience providing catering services for events, seminars, conferences, exhibitions, forums, conclaves or sports events for government departments, PSUs, national apex chambers or corporate organisations during the last three years.
2. Bidders must demonstrate the necessary technical and financial resources.
3. Eligible bidders must be based in Panchkula, Chandigarh, Mohali or districts of Haryana, as specified in the tender.
4. Consortiums and joint ventures are not permitted.
5. Blacklisted firms are ineligible.

3. Financial Criteria

1. Annual Turnover: At least ₹1 crore in each of FY 2023–24, FY 2024–25 and FY 2025–26.
2. Financial Proof: Audited financial statements for all three years.
3. Net Worth: No specific requirement stated.
4. EMD Exemption: Not permitted, including for agencies submitting an MSME certificate.
5. Selection: Based on the lowest evaluated consolidated financial bid, subject to technical qualification.

4. Tender Fee and EMD

The non-refundable tender fee is ₹1,000, payable online. The refundable EMD is ₹53,200, payable online through the Haryana e-tendering portal. The EMD must remain valid for 90 days. Non-submission may result in rejection.
