Scope of Work

The selected agency will deploy qualified foreign language trainers, manage classroom or blended training, conduct assessments, maintain training quality, and provide placement assistance where relevant. Languages include English, German, Japanese, Spanish, French, Arabic and others as required by NSDC.

The scope also covers Learning Management System (LMS) access, AI-enabled language-learning support, trainer attendance and performance monitoring, candidate progress reporting, course completion certificates, and timely replacement of trainers when required.

Eligibility Criteria

1. Must be a legally registered Indian business entity.
2. Must have been operational for at least 3 years as of the RFP publication date.
3. Must hold valid PAN and GST registrations, as applicable.
4. Must not be blacklisted, debarred or suspended by the specified government or multilateral authorities.
5. Consortium participation is permitted subject to the RFP conditions.

Financial and Experience Requirements

Bidders must demonstrate an average annual turnover of at least ₹7 crore from relevant language training, skill development, recruitment or education services during FY 2022–23, FY 2023–24 and FY 2024–25.

Applicants must have at least 3 years of relevant foreign language training experience and evidence of successfully executing an assignment across two different states in the last 3 years. The bidder or consortium must also demonstrate a qualified pool of 20 language trainers, with at least a bachelor's degree, relevant language certification and 3 years of professional training experience.

A valid Recruitment Agent registration with approved capacity of 1,000 or more and at least 3 years' registration history is required for at least one bidder/consortium member.

Tender Fee and EMD

The tender document fee is Nil. Bid security/EMD is marked Not Applicable in the RFP.

Submission Guidelines

Bids must be submitted online through the Government e-Marketplace (GeM) portal. The tender follows a two-part submission and evaluation process covering technical and financial proposals. The technical proposal must not contain financial information.

Selection follows Quality and Cost Based Selection (QCBS), with 70% weightage for technical evaluation and 30% for financial evaluation. A minimum technical score of 70 out of 100 is required for financial evaluation.
