DSDE Odisha EOI 2026-27: Empanelment of Training Partners for NSQF-Aligned Short-Term Skill Training
The Directorate of Skill Development and Employment (DSDE), Government of Odisha, has issued an Expression of Interest (EOI) for the empanelment of Training Partners to implement NSQF-aligned short-term skill training under different schemes during FY 2026-27.
The objective is to onboard capable training agencies, industry partners, educational institutions, government organizations, and industry associations for delivering high-quality skill training linked with employment outcomes. The focus is on new-age trades, future skills, emerging technologies, traditional sectors with modern technology integration, and placement-linked training for youth of Odisha.

Scope of Work
Selected Training Partners will be responsible for implementing NSQF-aligned short-term, placement-linked skill training across Odisha. The scope includes:
- Providing training in new-age technologies and emerging trades based on market demand.
- Establishing state-of-the-art training centres with equipped labs and necessary training infrastructure.
- Deploying qualified and certified trainers for each approved job role.
- Mobilising, counselling, registering, and training eligible candidates.
- Ensuring Aadhaar-linked registration and Aadhaar Enabled Biometric Attendance System (AEBAS).
- Conducting internal assessments and facilitating third-party assessment and certification.
- Providing placement opportunities through captive employment or employer tie-ups.
- Ensuring minimum placement outcomes as required under the EOI.
- Tracking candidates after placement and submitting placement proof.
- Uploading training, attendance, assessment, certification, and placement data on the Skill Hub portal of DSDE.
Target Beneficiaries
The training will be open to youth of Odisha who are interested in skilling and meet the qualification criteria prescribed under the relevant Model Curriculum. The EOI focuses on inclusion of:
- Girls and women candidates
- Persons with Disabilities
- Transgender candidates
- Youth from SC, ST, and Minority communities
- School and college dropouts
- Unemployed youth across Odisha
Geographical Coverage
The programme will be implemented across all 30 districts of Odisha. Special emphasis will be given to aspirational and difficult districts.

Pre-Qualification Criteria
Applicants must meet the following pre-qualification conditions:
- The applicant must be a registered legal entity in India.
- Eligible entities include companies, LLPs, partnership firms, government organizations, institutions, trusts, societies, NGOs, and educational institutions.
- The applicant must be operational in India for at least 5 years as on 31 March 2026.
- The applicant must have valid PAN and GST registration.
- Consortium or Joint Venture applications are not allowed.
- Organizations currently empaneled, approved, or onboarded as PIAs or Training Partners with DSDE are not eligible unless specifically permitted.
- PIAs or Training Partners who surrendered targets under NUA Odisha State Component or PLTP during the preceding year are not eligible.
- PIAs or Training Partners whose MoUs were terminated during the last 2 years are not eligible.
Eligibility Criteria
The applicant organization must meet the following eligibility requirements:
Legal Status
The applicant must be a valid legal entity registered in India and should submit registration or incorporation documents, PAN, and GST certificate.
Relevant Skill Training Experience
The applicant must be:
- An NSDC Partner, or
- A MoRD Partner with PRAN number, or
- Verified through NABCONS or NIRD.
The applicant must have successfully completed at least 3 short-term, placement-linked skill training projects in the last 3 years as on 31 March 2026.
The organization should have trained at least 600 candidates and achieved 70% placement of certified candidates.
Non-Blacklisting
The applicant must not have been blacklisted, suspended, or terminated by any Central Government department, PSU, or State Government department in India. A non-blacklisting affidavit on non-judicial stamp paper of ₹100 or above is required.
Trainer Qualification
For each proposed job role, the applicant must provide at least 2 trainers with valid SSC certification and minimum 3 years of work or training experience in the proposed qualification pack or job role.
Placement Capability
Applicants must demonstrate placement capability through:
- Valid Letters of Intent from potential employers with GST registration equal to the proposed target for each job role, or
- Captive placement commitment of 80% or above of certified candidates.

Submission Guidelines
Applicants must submit proposals in two stages:
- Online Submission: Proposal form and supporting documents must be submitted by email to rfp@dsde.odisha.gov.in between the 1st and 10th day of each month by 11:30 PM.
- Hard Copy Submission: Complete proposal with all required documents must be submitted through Speed Post, Registered Post, or Courier only. The hard copy must reach DSDE by the 13th day of each month by 5:00 PM.
Proposals received after the monthly deadline will not be considered for that cycle. The organization will need to submit a fresh proposal in the next monthly cycle.
All pages of the proposal must be serially numbered and accompanied by a proper index sheet. Each eligibility and proposal document should be clearly flagged or tagged for easy verification.
Evaluation and Selection Process
The selection process will include:
- Desk verification of pre-qualification and technical eligibility.
- Shortlisting by the Selection Committee.
- Reference checks, if required.
- Issuance of Work Order.
- Signing of Agreement or MoU.
- Commencement of training within 60 days from signing of MoU.
Empanelment does not guarantee work allocation. DSDE may allot work based on internal requirements, administrative needs, availability of funds, and suitability of empaneled agencies.
