Scope of Work

The selected Captive Employer PIAs will be responsible for implementing DDU-GKY 2.0 training and placement projects in Uttarakhand. The scope includes mobilisation, training, residential skilling, placement, wage employment and post-placement support as per DDU-GKY 2.0 guidelines and SOP.

Priority sectors include:

Tourism and Hospitality, Healthcare, Information Technology and IT-enabled Services, Renewable Energy and Green Jobs, Logistics and Supply Chain Management, Food Processing, Handicrafts and Traditional Arts, Beauty & Wellness and Retail Services.

The programme will focus on rural poor youth, with special attention to candidates from Scheduled Castes, Scheduled Tribes, minority communities, women, persons with disabilities and other vulnerable groups. The document mentions indicative social inclusion targets of SC 19%, ST 3%, Minority 10% and Women 33%.

Pre-Qualification Criteria

Applicants must satisfy the eligibility conditions prescribed under DDU-GKY 2.0 guidelines and the Captive Employer category requirements. Eligible entities may include organisations registered under Indian Trust Acts, State Society Registration Acts, Cooperative Societies Acts, Multi-State Cooperative Acts, Companies Act 2013, LLP Act 2008, or SHG federations such as Cluster Level Federation or Block Level Federation.

Government and semi-government organisations at State and National levels are also eligible. NGOs must be registered with NITI Aayog’s Darpan Portal.

The applicant should be more than three years old at the time of application, except start-ups.

Eligibility Criteria for Captive Employers

The industry / captive employer should have:

  1. Existence for at least the past three years.
  2. Valid EPFO / ESIC / Factory registration number.
  3. Valid TIN / TAN / GST number, as applicable.
  4. Valid bank account linked with Aadhaar / PAN.
  5. Minimum turnover of ₹25 crore.
  6. Positive net worth in at least two of the last three financial years.
  7. Minimum two years of training experience.
  8. Existing training centre as per National Skill Qualification Framework and industry-specified infrastructure norms.
  9. Provided employment to 500 or more persons in own or subsidiary companies during the last three years.
  10. Manpower supplying companies are not eligible.

Training and Placement Conditions

Only residential courses are permitted in Uttarakhand under DDU-GKY 2.0. Courses must be aligned with NSQF and certified by NCVET, Sector Skill Councils or other recognised accredited agencies. Applicants are required to propose trade / skill courses of NSQF Level 4 and above.

The permitted training duration is from a minimum of 3 months with 576 hours to a maximum of 12 months with 2,304 hours. Short-term courses will be given priority.

Placement may be continuous or non-continuous, subject to a minimum duration of six months. The overall target is placement of at least 70% of trained candidates. Under the Captive Employer model, wage employment must be ensured for at least 70% of trained candidates within the organisation or its subsidiaries.

Non-Eligible Applicants

The following applicants are not eligible:

  1. Existing PIAs with sanctioned DDU-GKY projects where recovery proceedings are ongoing.
  2. Existing PIAs unable to place 50% of trained candidates under DDU-GKY.
  3. Agencies associated with defaulting PIAs or recovery proceedings.
  4. Sister concerns or subsidiaries of organisations against whom fund recovery action has been initiated.
  5. Agencies whose directors were involved in earlier defaulting DDU-GKY agencies.
  6. Agencies blacklisted by the Government.
  7. Consortium-based applications.
  8. Manpower supplying companies.

Submission Guidelines

Applications must be submitted online through the MoRD, Government of India Integrated Portal. Applicants must ensure that all required documents for appraisal are uploaded at the time of submission. Once submitted, alterations or modifications to documents will not be permitted.

The appraisal process will be carried out through the MoRD portal and the IT platform provided by MoRD only. Submission of an application does not guarantee allocation of targets. The competent authority reserves the right to accept or reject any or all applications based on budget availability, sector preference, district coverage, available targets and other administrative considerations.
