Scope of Work
Selected PIAs will be responsible for implementing DDU-GKY 2.0 skill training and placement projects in Uttarakhand. The scope includes:
- Mobilization and selection of eligible rural poor youth.
- Residential skill training in approved priority sectors.
- Delivery of NSQF-aligned courses at Level 4 and above.
- Training duration between 3 months and 12 months, with minimum 576 hours.
- Mandatory modules on soft skills, entrepreneurship development, English communication and IT.
- Placement support through wage employment, self-employment or gig employment.
- Achievement of at least 70% placement of trained candidates.
- Ensuring placed candidates receive applicable statutory benefits such as PF, ESIC and other labour-law benefits.
- Focus on inclusive mobilization of SC, ST, women, PwD and vulnerable groups.
- Preference for employment opportunities within Uttarakhand and organized sector placements.

Only residential courses are permitted under DDU-GKY 2.0 in Uttarakhand.
Pre-Qualification / Eligibility Criteria
Eligible applicants may include:
- Entities registered under Indian Trust Acts, State Society Registration Act, Cooperative Societies Act, Multi-State Cooperative Acts, Companies Act 2013, Limited Liability Partnerships Act 2008, or SHGs and their federations.
- Government or semi-government organizations at State or National level.
- NGOs registered on the NITI Aayog Darpan Portal.
- Organizations more than 3 years old at the time of application, except eligible start-ups.
- Agencies having a fresh Permanent Registration Number (PRN) from MoRD, Government of India.
- Applicants must comply with DDU-GKY 2.0 Guidelines, SOPs and all notifications issued by MoRD and SPMU-RD, Uttarakhand.

Non-Eligibility Conditions
The following agencies are not eligible:
- Existing PIAs with recovery proceedings under DDU-GKY.
- PIAs unable to place 50% of trained candidates under DDU-GKY.
- Agencies linked with defaulting PIAs through key managerial personnel.
- Sister concerns or subsidiaries of organizations facing recovery action.
- Agencies whose directors were involved with earlier defaulting DDU-GKY agencies.
- Agencies blacklisted by Government.
- Consortiums are not allowed.
Financial Criteria

- Agencies must have a fresh PRN from MoRD before applying.
- All required documents for Initial Screening and Qualitative Appraisal must be uploaded during the application stage.
- Once submitted, document changes or modifications are not permitted.
- Incomplete proposals may be rejected.
- Late submissions will not be considered.
- Submission of application does not guarantee allocation of training targets.
- The competent authority reserves the right to accept or reject any or all applications without assigning reasons.
