Scope of Work

The selected Project Implementing Agencies will be responsible for implementing DDU-GKY 2.0 projects in Kerala. The broad scope includes:

  1. Mobilization and skilling of rural poor youth under DDU-GKY 2.0.
  2. Running training programmes in job roles listed under SSC-approved courses on the DDU-GKY portal.
  3. Setting up or operating training centres, with preference to agencies willing to start training centres in Kerala.
  4. Providing placement support through wage employment, self-employment, or gig employment.
  5. Ensuring placement outcomes as per DDU-GKY 2.0 Guidelines and SOP.
  6. Maintaining verifiable placement and payment records for trained candidates.
  7. Completing training and placement within the defined project timelines.

Pre-Qualification Criteria

Eligible applicants should fall under any of the permitted entity categories and must meet the basic eligibility requirements prescribed under DDU-GKY 2.0.

The entity should be:

  1. Registered under Indian Trust Acts, State Society Registration Act, State Cooperative Societies Act, Multi-State Cooperative Acts, Companies Act 2013, Limited Liability Partnerships Act 2008, or SHGs and their federations such as Cluster Level Federation / Block Level Federation.
  2. A Government or semi-government organization at State or National level.
  3. NGOs must be registered with the NITI Aayog Darpan Portal.
  4. More than three years old at the time of application, except start-ups.
  5. In possession of a valid PRN allotted by MoRD.

Eligible Categories of PIAs

The EoI allows the following categories of Project Implementing Agencies:

  1. Captive Employers – Organizations having their own manpower requirements and capable of training and absorbing trained candidates.
  2. Existing PIAs – Agencies with more than 50% placement experience under DDU-GKY 1.0.
  3. Skilling Agencies – Agencies without prior DDU-GKY experience may also apply.
  4. Start-ups for Skilling – Start-ups recognized by the Department of Industrial Policy & Promotion, Ministry of Commerce & Industry, Government of India.

Ineligible Applicants

The following entities are not eligible to apply:

  1. Existing PIAs with sanctioned DDU-GKY projects where recovery proceedings are ongoing.
  2. Existing PIAs that were unable to place 50% of trained candidates under DDU-GKY 1.0.
  3. Skilling agencies with key managerial personnel associated earlier with defaulting PIAs.
  4. Sister concerns or subsidiaries of organizations against which recovery proceedings have been initiated.
  5. Agencies whose directors were involved in earlier defaulting DDU-GKY agencies.
  6. Agencies blacklisted by the Government.
  7. Consortium applications are not allowed.

Financial Criteria
