Attendance and Training Records

The training provider must maintain systematic attendance records and regularly share attendance reports with R-CAT.

Certification and Assessment

The bidder must facilitate certification examinations, support candidates in completing the certification process and maintain quality standards to support successful certification outcomes.

Mock Tests

Mock tests must be conducted before final certification assessments to help candidates evaluate their preparation and identify areas for improvement.

Credit-Based Courses

The selected partner may be required to support IT courses through which students can earn academic credits towards undergraduate or postgraduate programmes, including support in assessment creation where required.

Feedback and Quality Monitoring

Post-training participant feedback must be collected using a standardized rating mechanism of at least 1–5 and consolidated reports must be submitted to R-CAT.

Learning Management System

The bidder is required to have an LMS accessible to candidates nominated by R-CAT.

Reporting

The selected bidder is required to maintain and share participant details, training-course reports, enrollment/completion statistics, FDP reports, six-monthly performance reports, attendance records, assessment scores and certification records.

2. Training Modes and Delivery Requirements

The RFP requires the training partner to have the capability to deliver both offline/instructor-led training and instructor-led online training for global certification courses. Training at R-CAT will primarily be conducted offline or face-to-face, while online delivery may be permitted under specified conditions.

3. Trainer Requirements

Trainers engaged for Industry-Recognized and Global Certification Courses must have sufficient training experience and possess a valid certification in the relevant subject/course at the same or higher level than the course being delivered.

4. Pre-Qualification / Eligibility Criteria

1. Proprietorship firms registered under the applicable Shops & Commercial Establishments Act or other applicable State/Union legislation.
2. Companies registered under the Companies Act, 2013.
3. Companies registered under the Companies Act, 1956.
4. Partnership firms registered under the Indian Partnership Act, 1932.
5. Limited Liability Partnerships registered under the LLP Act, 2008.
6. Other legally recognized entities under applicable State/Union law.

The bidder must submit applicable incorporation/registration documents and self-certified declarations where required.

Financial Turnover

The bidder must satisfy either of the following:

1. Average annual IT/ITES turnover of at least ₹20 crore during FY 2022-23, FY 2023-24 and FY 2024-25; OR
2. Average annual turnover from Training of at least ₹1 crore during the same three financial years.

1. GST registration, where applicable; and
2. Income Tax/PAN registration.

Relevant registration certificates are required.

Mandatory Undertaking

The bidder must confirm that it is not insolvent, bankrupt, under winding-up or judicial administration, and has not been disqualified/debarred for relevant reasons. The bidder must also confirm absence of conflict of interest and compliance with the applicable code of integrity.

Bid Security / EMD

The NIB specifies bid security at:
