Tender Description The Life Insurance Corporation of India (LIC) has invited proposals for the Procurement and Implementation of Tools related to the Digital Personal Data Protection (DPDP) Act, 2023 and DPDP Rules, 2025.
Pre-Qualification Criteria

Scope of Work

The selected bidder will be responsible for procurement, implementation, integration, deployment, testing, training and post-implementation support of privacy and data protection tools aligned with the DPDP Act, 2023 and DPDP Rules, 2025.

The major solution modules include:
  1. Data Privacy Notice Management
  2. Consent Management Platform
  3. Cookie Consent Management
  4. Data Discovery and Mapping
  5. Data Principal Rights Management, including grievance redressal
  6. Data Protection Impact Assessment (DPIA)
  7. Record of Processing Activities (ROPA) with integration to DPIA
  8. Personal Data Breach Management
  9. Third-Party Vendor Risk Management
  10. Compliance Reporting and Dashboards
  11. Workflow Management
  12. DPDP Program Management Portal
Major Implementation Activities
The scope broadly covers:
  1. Project planning and design workshops
  2. Assessment of LIC's existing IT architecture and security environment
  3. Business and technical requirement analysis
  4. Solution architecture and implementation planning
  5. Integration with existing LIC applications and systems
  6. Data discovery, mapping and privacy management
  7. Configuration and deployment of the proposed privacy automation solution
  8. Quality assurance and testing
  9. User Acceptance Testing (UAT)
  10. Production deployment
  11. OEM validation and audit
  12. Training and knowledge transfer
  13. User manuals, SOPs and technical documentation
  14. Post-deployment monitoring and support
  15. Performance optimisation and issue resolution

  17. Business Continuity and Disaster Recovery support
  18. Periodic audits and remediation activities
Pre-Qualification / Minimum Eligibility Criteria
The revised RFP requires bidders to satisfy all applicable Minimum Eligibility Criteria at the time of bid submission. Failure to meet any mandatory criterion may result in rejection.
1. Legal Status
The bidder must:
  1. Be a system integrator and registered legal entity in India.
  2. Have been in operation for at least 5 years preceding the RFP date.
  3. Submit Certificate of Incorporation/Registration and company profile.
2. GST and PAN
The bidder must possess:
  1. Valid GST Registration
  2. Valid PAN
3. Financial Capability
The bidder must have an average annual turnover of at least ₹100 Crore during:
  1. FY 2023-24
  2. FY 2024-25
  3. FY 2025-26
Audited financial statements, balance sheets or appropriate CA certification are required.
4. Operating Profit and Net Worth
The bidder must:
  1. Have operating profit/EBITDA during each of the last three financial years.
  2. Have positive net worth as on the RFP date.
5. Relevant Experience
The bidder/OEM must have successfully implemented, or be in the process of implementing, privacy automation solutions covering areas such as:
  1. Consent Management
  2. Data Principal Rights Management
  3. Data Discovery
The experience must cover at least two organisations belonging to the insurance and/or banking sectors.
6. Mumbai Support Centre
The bidder and OEM should have a support centre in Mumbai with capability for:
  1. 24x7 onsite support
  2. Telephonic support
  3. Remote support
7. DPDP / Cyber Security Revenue
The bidder should have revenue of at least ₹50 Crore from DPDP-related projects and services / Cyber Security Projects during each of the last three financial years.
8. Data Privacy / IT Security Professionals
The bidder must have at least 30 permanent Data Privacy Professionals / IT Security Professionals on its payroll with relevant experience and certifications.
Indicative certifications include:
  1. CIPT
  2. CIPP/E
  3. CIPM
  4. DSCI Privacy Certifications
  5. CISSP
  6. OSCP
  7. CEH
  8. CISA
  9. CISM
9. Organisational Certifications
The bidder must hold any three of the specified certifications, including:
  1. ISO 27001
  2. ISO 9001
  3. ISO 22301
  4. ISO 20000
10. OEM Financial Capability
The proposed OEM must have an average annual turnover of at least ₹500 Crore during the last three audited financial years.
The OEM must also have:
  1. Positive EBITDA
  2. Positive PAT
  3. Positive Net Worth
during each of the specified financial years.
11. OEM Product Maturity
The proposed privacy automation solution must:
  1. Have been commercially available for at least 2 years
  2. Be implemented or under implementation with at least 3 enterprise customers
12. OEM Implementation Team
The OEM must have a dedicated implementation team comprising roles such as:
  1. Project Manager
  2. Solution Architect
  3. Privacy Consultant
  4. Technical Specialists
The relevant personnel should have minimum five years' experience.
13. Non-Blacklisting
The bidder should not have been blacklisted by:
  1. Government of India
  2. RBI
  3. SEBI
  4. IRDAI
as on the RFP date, subject to the conditions specified in the RFP.
14. No Duplicate / Multiple Participation
The bidder must confirm that related entities, subsidiaries, holding companies or connected persons/entities have not participated in the bidding process in violation of the RFP conditions.
15. Legal & Regulatory Expertise
The bidder/OEM must have either:
  1. An in-house legal team with relevant data privacy expertise, or
  2. A signed MoU/contract with a law firm or privacy consultancy.
Relevant legal experts should demonstrate knowledge of DPDP Act implementation and BFSI regulatory advisory.

The tender follows a two-bid system consisting of:

Online Submission
Bids are required to be submitted through the LIC e-Tendering portal:

All required documents must be scanned and uploaded through the online e-procurement system.
The bidder must use a valid Digital Signature Certificate (DSC) for online bid submission.
Physical Submission
The RFP also requires submission of physical hard copies as prescribed.
Key requirements include:
  1. Eligibility and Commercial Bids must be maintained separately.
  2. Separate sealed envelopes are required.
  3. Read-only pen drives are required as specified.
  4. Hard-copy and uploaded soft-copy contents should be identical.
  5. Documents should be properly indexed and serially numbered.

  7. The bid must be signed by the authorised signatory.
  8. Prices must not be disclosed in the Eligibility Bid.
