Buyer-Provided Facilities

The buyer/NCC is to provide access to a clean, chlorinated swimming pool, changing rooms, fresh water, basic seating for poolside/classroom theory, and a first-aid room or standard medical assembly point.

Vendor Responsibilities

The vendor is responsible for functional personal scuba diving kits and associated equipment, including BCDs, regulators, alternate air sources, pressure gauges, dive masks, snorkels and fins. The vendor must also provide sufficient compressed-air cylinders and undertake transportation/logistics of the equipment.

Professional Qualification and Technical Criteria

Instructor requirements

Safety and SLA Requirements

Safety is a central element of the procurement.

The vendor must maintain an appropriate instructor-to-cadet ratio, with the detailed specification giving an example of a maximum of one instructor for every eight cadets concurrently inside the pool. Use of uncertified assistants for training can attract a ₹5,000 penalty per session.

The vendor must also carry backup regulators and BCDs. A training delay exceeding two hours because of equipment malfunction attracts a 2% deduction from the daily prorated contract value.

Payment Terms

The tender specifies 100% milestone-based payment after successful completion of training and distribution of official training certificates.
