Detailed Tender Information

1. Scope of Work

BEML is seeking an accredited agency to undertake training and certification activities associated with the ISO 56001 Innovation Management System at its FPIIC & SBU R&D, BEML Bangalore Complex.

The procurement is specifically described as:

“Engagement of Accredited Agency for Training & Certification of ISO 56001 Innovation Management System at FPIIC & SBU R&D BEML Bangalore Complex.”

The bid specifies that the service must comply with applicable regulatory/statutory requirements and with the Scope of Work (SOW), Service Terms and Conditions (STC) and Service Level Agreement (SLA), as applicable.

The detailed SOW has been included as a separate document in the GeM bid and should be reviewed by prospective bidders before submission.

The contract is lump-sum based, with the reporting/consignee location identified as Bangalore, and the contract duration is six months.

Key service requirement

The selected agency is expected to provide professional services relating to:

  1. ISO 56001 Innovation Management System training;
  2. Certification-related activities;
  3. Support for implementation/assessment requirements as prescribed in the detailed SOW;
  4. Compliance with applicable regulatory and statutory requirements;
  5. Delivery of services in accordance with the approved SOW, STC and SLA;
  6. Completion of the assignment within the stipulated six-month contract period.

Tender Note: The detailed SOW should be treated as the controlling document for the exact technical deliverables, methodology, manpower requirements, certification process and other service-specific obligations.

2. Professional Qualification / Technical Qualification Criteria

The tender is intended for an accredited agency/service provider capable of undertaking ISO 56001 training and certification-related services.

The principal technical/professional qualification requirements visible in the GeM bid include:

Similar-service experience

The bidder must have at least 3 years of past experience in providing similar services. The bid specifically states that past experience of similar services is required.

The bidder must have experience of providing similar services to:

  1. Central Government organisations;
  2. State Government organisations; or
  3. Public Sector Undertakings (PSUs).

Supporting contracts/orders are required to establish the requisite experience.

Past performance threshold

The bid provides the following alternative experience thresholds over the specified three-year period:

  1. Three similar completed services, each costing at least 40% of the estimated cost; or
  2. Two similar completed services, each costing at least 50% of the estimated cost; or
  3. One similar completed service, costing at least 80% of the estimated cost.

Based on the estimated value of ₹16.70 lakh, these thresholds work out approximately to:

Experience Option

Percentage

Approx. Minimum Value

Three similar completed services

40%

₹6.68 lakh each

Two similar completed services

50%

₹8.35 lakh each

One similar completed service

80%

₹13.36 lakh

These calculations are provided for bidder convenience; the tender's stated percentage criteria remain controlling.

3. Financial Eligibility Criteria

Minimum Average Annual Turnover

The bidder must have a minimum average annual turnover of ₹5 lakh during the last three financial years.

The bid states that turnover eligibility will be verified by the buyer during technical evaluation.

Documentary evidence should include appropriate financial records, such as:

  1. Audited balance sheets for the relevant period; or
  2. A certificate from a Chartered Accountant/Cost Accountant indicating the relevant turnover.

Net Worth

No specific minimum net-worth requirement is stated in the available GeM Bid Document.

Accordingly, bidders should not assume a particular net-worth threshold unless such a requirement appears in a subsequent corrigendum, detailed SOW or buyer-issued clarification.

4. MSME and Startup Relaxation

The tender states:

  1. MSE relaxation for experience and turnover: No
  2. Startup relaxation for experience and turnover: No

However, the bid provides MSE Purchase Preference.

Eligible Micro and Small Enterprises with valid Udyam registration may receive purchase preference in accordance with the applicable government procurement policy.

The stated purchase-preference margin is L1 + 15%, subject to fulfilment of the applicable conditions.

5. Estimated Tender Cost

The Estimated Bid Value is ₹16,70,000 (₹16.70 lakh), inclusive of all taxes.

The bid document clarifies that this estimated value is primarily intended for purposes such as determining eligibility criteria and related procurement parameters. It does not necessarily represent the price that bidders should quote and is not itself the basis for determining the reasonableness of the final quoted price.

6. Tender Fee and EMD

Tender Fee

The uploaded GeM bid does not prescribe a tender fee/bid participation fee.

The GeM bid disclaimer also states that asking for a tender fee/bid participation fee through the applicable ATC is not permissible under the specified GeM conditions. Therefore, the tender fee for this bid should be treated as:

Tender Fee: Nil / Not Applicable

Earnest Money Deposit (EMD)

The bid clearly states:

EMD Required: No

Therefore:

  1. EMD Amount: Nil
  2. EMD Exemption: Not applicable because EMD is not required
  3. EMD Mode: Not applicable

The GeM bid also states that ePBG is not required.

7. Submission Guidelines

The tender is a Two-Packet Bid and is being processed through the GeM platform.

Submission mode

Bidders should submit their bids electronically through the relevant GeM bid interface before the stipulated closing time.

The GeM GTC requires bidders to place price elements in the financial bid, rather than in the technical bid, except where the applicable bidding format provides otherwise.
