Scope of Work

The selected coaching agency will provide CLAT coaching services for eligible OBC and Minority students at the four divisional headquarters of Bhopal, Indore, Gwalior and Jabalpur.

The principal responsibilities include:

1. Conducting a 9-month CLAT coaching programme with a minimum of 900 teaching hours.
2. Providing approximately 4 hours of coaching daily.
3. Operating coaching facilities at all four mandatory locations.
4. Providing coaching to the proposed intake of approximately 400 students.
5. Providing separate arrangements for local and external/outstation students.
6. Providing teaching and learning material in both hard-copy and soft-copy formats.
7. Providing coaching in English and Hindi, with additional English support where required.
8. Conducting regular tests, mock tests and performance assessments.
9. Maintaining student attendance, lecture records, student performance and progress records.
10. Submitting monthly performance and progress reports to SETC.
11. Providing counselling and guidance for entrance examination applications and post-result college selection/counselling.
12. Providing online guidance facilities, including access to updated study material, doubt-clearing sessions, counselling and online tests.
13. Maintaining an appropriate library and standard books in consultation with the department.
14. Providing student support and a mechanism for students to contact the coaching institute through phone/email.
15. Ensuring student safety and general well-being at the coaching premises.
16. Participating in independent third-party assessment, with the assessment cost to be borne by the coaching institute.
17. Following up on student selection/placement for two years from the date of the work order.
18. Cooperating with departmental inspections, surprise visits and student feedback surveys.

The RFP specifically requires the coaching curriculum to remain aligned with the latest examination pattern and requires regular performance monitoring and monthly reporting.

Coaching Locations and Student Strength

The bidder is required to provide coaching at all four locations: Bhopal, Indore, Gwalior and Jabalpur. If the bidder does not currently have a centre at any required location, it must establish one within 20 days of issuance of the work order and before commencement of coaching.

The proposed intake is:

1. Bhopal – 100 students
2. Indore – 100 students
3. Gwalior – 100 students
4. Jabalpur – 100 students
5. Total – 400 students
6. OBC – 352 students
7. Minority – 48 students

Professional Qualification and Technical Criteria

The RFP places significant emphasis on the bidder's professional coaching capability.

Faculty Requirements

The coaching institute must have:

1. At least 2 full-time professionally qualified and experienced faculty members.
2. Minimum 3 years of teaching experience for the relevant faculty.
3. Faculty capability covering subjects relevant to CLAT, including:
   1. English
   2. Current Affairs
   3. Legal Reasoning
   4. Logical Reasoning
   5. Quantitative Techniques
4. Faculty CVs/biodata.
5. Salary slips and bank statements as documentary evidence.
6. Appropriate declarations from the bidder.

The technical evaluation also awards additional marks based on the number of qualified faculty available.

The technical evaluation further considers the number of faculties, coaching infrastructure, library capacity and digital learning facilities. Technical evaluation carries 70% weightage, while financial evaluation carries 30% weightage under QCBS.

Coaching Experience

The institution must have experience of coaching 500 candidates in each of the last three years/examination cycles. Supporting evidence is required, including student lists, enrolment details, photographs, mobile numbers and fee receipt information.

Technical Qualification Threshold

A bidder must obtain at least 45 marks out of 90 marks in the technical proposal to qualify for the presentation stage.

Eligibility Criteria for Bidders

The principal eligibility requirements include:

1. Legal Entity

The coaching institution must have a live registration of at least 5 years as one of the permitted legal forms, including:

1. Public Limited Company
2. Private Limited Company
3. LLP
4. Partnership Firm
5. Trust
6. Proprietorship Firm

The bidder must also possess:

1. Valid GST registration
2. Valid PAN
3. Relevant registration documents, MOA/AOA, bye-laws, partnership deed or equivalent documents.

If the successful bidder is registered outside Madhya Pradesh, it must establish a branch in Madhya Pradesh before commencement of coaching.

2. Consortium / Joint Venture

Joint Venture / Consortium is not allowed.

3. Space Requirement

The bidder must have an existing and operational coaching facility with a minimum area of 5,000 sq. ft.

Evidence may include:

1. Registry document
2. Rent agreement
3. Lease deed
4. Ownership documentation

The RFP requires the supporting premises documentation to cover the prescribed period.

4. Infrastructure

The coaching centre should have appropriate infrastructure including:

1. Audio-visual equipment
2. Projector
3. Updated library
4. Furniture
5. Drinking water
6. Separate clean toilets
7. Fire extinguishers
8. CCTV
9. Digital learning facilities

Supporting evidence and self-certification are required.

5. Non-Blacklisting

The bidder must not have been blacklisted or declared ineligible for corrupt/fraudulent practices by the Central Government, State Government or Semi-Government authorities in India during the preceding five years.

A notarised declaration on ₹500 non-judicial stamp paper is required in the prescribed format.

Financial Eligibility Criteria

The financial eligibility provisions are particularly important for prospective bidders.

Minimum Annual Turnover

The bidder must have a minimum annual turnover of:

₹1 crore from similar coaching business in each of the following three financial years:

1. 2022-23
2. 2023-24
3. 2024-25

Minimum Cumulative Turnover

In addition, the bidder must have cumulative turnover of at least:

₹5 crore from similar coaching business during the last three financial years.

Both the annual minimum and cumulative minimum are stated as mandatory.

Turnover Documentation

The bidder is required to submit:

1. CA-certified turnover certificate in prescribed format
2. Audited financial statements
3. Profit & Loss statement
4. Balance Sheet and annexures
5. ITR acknowledgements
6. Computation and other prescribed financial documents
7. Relevant segregation of entrance-coaching turnover
8. UDIN details as required by the RFP

The checklist also specifically calls for the CA certificate, audited accounts and ITR documentation for FY 2022-23, 2023-24 and 2024-25.

Net Worth

No specific minimum net-worth threshold is identified in the RFP.

Accordingly, bidders should not assume that a particular positive-net-worth figure is required unless such a requirement appears in a subsequent corrigendum or clarification.

3. A compliant and enforceable EMD is required with the bid.

The RFP states that a bid not accompanied by compliant bid security may be rejected as non-responsive.

EMD Exemption

The RFP does not identify a specific EMD exemption provision in the sections reviewed. Therefore, for public tender information purposes, the EMD should be treated as mandatory, subject to any later corrigendum or portal-level provision.

Performance Bank Guarantee

The selected coaching institute must provide a performance bank guarantee before commencement of physical/offline coaching at the rate of:

₹2,000 per student or 10% of the bid value for the total number of allotted students, whichever is less, subject to the provisions of the RFP.

Estimated Cost / Tender Value

The RFP does not clearly state a separate estimated tender cost in the Bidding Data Sheet.

It does, however, state the expected FY 2026-27 scheme budget allocation as:

1. Backward Class: ₹15 crore
2. Minority Class: ₹2.25 crore
3. Combined scheme allocation: ₹17.25 crore

This ₹17.25 crore figure should not be described as the estimated contract value of this particular tender, because the document presents it as scheme-level budget allocation.

The prescribed maximum CLAT coaching fee is ₹30,000 per student for the complete 9-month course. For the proposed 400-student intake, this represents a maximum coaching-fee benchmark of ₹1.20 crore, before considering stipends, home-rent assistance and other scheme-related financial components.

CLAT Coaching Fee and Student Stipend

The RFP provides for a 9-month CLAT programme with a maximum coaching fee of ₹30,000 per student.

The stipend structure is:

1. External/Outstation student: ₹1,000 per month
2. Local student: ₹500 per month

Under the offline coaching programme, 50% of approved seats are prescribed for external students and 50% for local students. External students may also receive ₹1,000 per month towards home rent, subject to eligibility and prescribed attendance requirements.

Submission Guidelines

Bidders must carefully follow the electronic procurement procedure.

Online Submission

The proposal must be submitted through:

Participating bidders must register on the MP Tender Portal and obtain the required Digital Signature Certificate for electronic submission.

Technical and Financial Proposals

The financial/price information must not be included in the Technical Proposal.

The financial bid is required to be submitted separately online through the MP Tender Portal. Submission of financial information along with the technical bid may result in rejection of the entire bid.

Hard-Copy Submission

The RFP also requires specified uploaded documents and supporting self-declaration documents to be submitted in hard copy in a sealed envelope at the SETC office.

Key Tender Risks and Expert Observations

1. Hard-Copy Deadline Discrepancy

The most important procedural issue is the difference between the Bidding Data Sheet's 11 September 2026 hard-copy deadline and Clause 4.4.3's 31 August 2026 deadline. Bidders should obtain clarification or follow the latest corrigendum/portal instruction.

2. No Net-Worth Threshold

No specific exemption provision has been identified in the RFP. The stated EMD is ₹5 lakh and payment is online.

4. Four-Centre Requirement

This is a significant operational eligibility issue. A successful bidder must provide coaching at all four locations. Where a centre is not already available, the bidder must establish it within 20 days of the work order and before coaching begins.

5. Technical Qualification Is Critical

Meeting the minimum eligibility conditions does not automatically guarantee selection. The bidder must secure at least 45/90 technical marks for the presentation stage, with final selection determined through QCBS.

6. Financial Bid Must Remain Separate

A bidder should not insert price information into the technical proposal. The financial bid must be submitted separately through the MP Tender Portal.
