Scope of Work

The selected coaching agency will provide CLAT coaching services for eligible OBC and Minority students at the four divisional headquarters of Bhopal, Indore, Gwalior and Jabalpur.

The principal responsibilities include:

  1. Conducting a 9-month CLAT coaching programme with a minimum of 900 teaching hours.
  2. Providing approximately 4 hours of coaching daily.
  3. Operating coaching facilities at all four mandatory locations.
  4. Providing coaching to the proposed intake of approximately 400 students.
  5. Providing separate arrangements for local and external/outstation students.
  6. Providing teaching and learning material in both hard-copy and soft-copy formats.
  7. Providing coaching in English and Hindi, with additional English support where required.
  8. Conducting regular tests, mock tests and performance assessments.
  9. Maintaining student attendance, lecture records, student performance and progress records.
  10. Submitting monthly performance and progress reports to SETC.
  11. Providing counselling and guidance for entrance examination applications and post-result college selection/counselling.
  12. Providing online guidance facilities, including access to updated study material, doubt-clearing sessions, counselling and online tests.
  13. Maintaining an appropriate library and standard books in consultation with the department.
  14. Providing student support and a mechanism for students to contact the coaching institute through phone/email.
  15. Ensuring student safety and general well-being at the coaching premises.
  16. Participating in independent third-party assessment, with the assessment cost to be borne by the coaching institute.
  17. Following up on student selection/placement for two years from the date of the work order.
  18. Cooperating with departmental inspections, surprise visits and student feedback surveys.

The RFP specifically requires the coaching curriculum to remain aligned with the latest examination pattern and requires regular performance monitoring and monthly reporting.

Coaching Locations and Student Strength

The bidder is required to provide coaching at all four locations: Bhopal, Indore, Gwalior and Jabalpur. If the bidder does not currently have a centre at any required location, it must establish one within 20 days of issuance of the work order and before commencement of coaching.

The proposed intake is:

  1. Bhopal – 100 students
  2. Indore – 100 students
  3. Gwalior – 100 students
  4. Jabalpur – 100 students
  5. Total – 400 students
  6. OBC – 352 students
  7. Minority – 48 students

Professional Qualification and Technical Criteria

The RFP places significant emphasis on the bidder's professional coaching capability.

Faculty Requirements

The coaching institute must have:

  1. At least 2 full-time professionally qualified and experienced faculty members.
  2. Minimum 3 years of teaching experience for the relevant faculty.
  3. Faculty capability covering subjects relevant to CLAT, including:
    1. English
    2. Current Affairs
    3. Legal Reasoning
    4. Logical Reasoning
    5. Quantitative Techniques
  4. Faculty CVs/biodata.
  5. Salary slips and bank statements as documentary evidence.
  6. Appropriate declarations from the bidder.

The technical evaluation also awards additional marks based on the number of qualified faculty available.

The technical evaluation further considers the number of faculties, coaching infrastructure, library capacity and digital learning facilities. Technical evaluation carries 70% weightage, while financial evaluation carries 30% weightage under QCBS.

Coaching Experience

The institution must have experience of coaching 500 candidates in each of the last three years/examination cycles. Supporting evidence is required, including student lists, enrolment details, photographs, mobile numbers and fee receipt information.

Technical Qualification Threshold

A bidder must obtain at least 45 marks out of 90 marks in the technical proposal to qualify for the presentation stage.

Eligibility Criteria for Bidders

The principal eligibility requirements include:

1. Legal Entity

The coaching institution must have a live registration of at least 5 years as one of the permitted legal forms, including:

  1. Public Limited Company
  2. Private Limited Company
  3. LLP
  4. Partnership Firm
  5. Trust
  6. Proprietorship Firm

The bidder must also possess:

  1. Valid GST registration
  2. Valid PAN
  3. Relevant registration documents, MOA/AOA, bye-laws, partnership deed or equivalent documents.

If the successful bidder is registered outside Madhya Pradesh, it must establish a branch in Madhya Pradesh before commencement of coaching.

2. Consortium / Joint Venture

Joint Venture / Consortium is not allowed.

3. Space Requirement

The bidder must have an existing and operational coaching facility with a minimum area of 5,000 sq. ft.

Evidence may include:

  1. Registry document
  2. Rent agreement
  3. Lease deed
  4. Ownership documentation

The RFP requires the supporting premises documentation to cover the prescribed period.

4. Infrastructure

The coaching centre should have appropriate infrastructure including:

  1. Audio-visual equipment

Financial Eligibility Criteria

The financial eligibility provisions are particularly important for prospective bidders.

Minimum Annual Turnover

The bidder must have a minimum annual turnover of:

₹1 crore from similar coaching business in each of the following three financial years:

Minimum Cumulative Turnover

In addition, the bidder must have cumulative turnover of at least:

₹5 crore from similar coaching business during the last three financial years.
