However, the attached GeM Bid Document GEM/2026/B/7920814, dated 14 August 2026, records the bid end time as 24 August 2026 at 6:00 PM and bid opening at 6:30 PM.

For public-facing publication, bidders should verify the live GeM bid and any subsequent corrigendum before relying on the final closing and opening time.

Scope of Work

The selected coaching agency will be responsible for implementing a comprehensive residential NEET coaching programme at Tezpur.

The RFP describes the programme as a fully residential 12-month academic programme, with mobilization, student selection, transportation, coaching, study materials, food and lodging forming part of the project responsibilities/cost.

Major components of the scope include:

1. Student Mobilization and Selection

The coaching agency will support the student-selection process for the programme.

Key responsibilities include:

  1. Conducting the required student-selection process.
  2. Publishing/participating in the prescribed admission and selection activities.
  3. Conducting written tests and related assessments.
  4. Visiting schools, including CBSE and State Board schools, for student mobilization and testing.
  5. Conducting online tests where applicable.
  6. Shortlisting candidates for personal interviews.
  7. Preparing merit-based selection lists.
  8. Supporting selection from across Assam.
  9. Following additional criteria for categories such as ST, SC, OBC and BPL where directed by ASYC.

The RFP identifies the catchment area as the whole of Assam.

2. Residential NEET Coaching

The agency must provide high-quality coaching for medical entrance examinations, particularly NEET, with suitably experienced faculty.

The scope includes:

  1. Classroom coaching for NEET preparation.
  2. Experienced teaching faculty.
  3. Subject-wise teaching support.
  4. Study materials and educational resources.
  5. Regular tests and mock examinations.
  6. Student performance monitoring.
  7. Career counselling and mentoring.
  8. Support during NEET application and subsequent counselling/admission processes.

The technical evaluation also places significant importance on the bidder's residential coaching experience, student outcomes and qualified teaching personnel.

3. Residential Facility at Tezpur

The coaching agency is expected to arrange a suitable residential and coaching facility for approximately 100 students at the Tezpur centre.

The accommodation requirements include:

  1. Suitable location within the city/town.
  2. Access to transportation, healthcare and emergency services.
  3. Adequate classrooms and residential facilities.
  4. Furnished and well-maintained premises.
  5. Regular water and electricity facilities.
  6. Sharing-based student accommodation.
  7. Bedding and basic residential amenities.
  8. Study tables and storage/almirah facilities.
  9. Computer laboratory with adequate computers.
  10. Separate arrangements for boys and girls and applicable arrangements for third-gender students.
  11. Separate toilets and bathrooms.
  12. Suitable accommodation for support staff.

4. Food and Student Welfare

The residential programme includes:

  1. Three nutritious meals each day—breakfast, lunch and dinner.
  2. Morning and evening tea.
  3. Drinking water.
  4. A planned food menu with periodic rotation.
  5. First-aid facilities.
  6. Doctor-on-call arrangements.
  7. 24x7 safety and security arrangements.

5. Project Management

The agency must appoint suitable project-management personnel, including a Project Manager/Coordinator, to supervise the residential programme, maintain discipline and guide students.

The agency is also responsible for:

  1. Parent/guardian communication.
  2. Student attendance and performance monitoring.
  3. Student welfare and safety.
  4. Regular progress reporting.
  5. MIS/dashboard-based monitoring.
  6. Quarterly reports to ASYC.
  7. Maintenance of student records.
  8. Periodic audits and inspections.

6. Academic Monitoring

The agency must conduct regular assessments and mock tests and share student-performance information with ASYC.

The RFP also requires maintenance of records such as:

  1. Number of lectures conducted.
  2. Duration of lectures.
  3. Attendance.
  4. Number of students.
  5. Student performance and progress.
  6. Other relevant academic indicators.

7. Language and Study Material

The prescribed teaching/pedagogy is to accommodate English and Hindi, with appropriate support for students from Assamese-medium backgrounds.

Teaching materials are to be provided in English in hard-copy and soft-copy formats.

8. Branding and Reporting

After award of the work, the selected agency must implement the prescribed ASYC/project branding at the centre in consultation with ASYC.

Reports/compendiums may include:

  1. Progress reports.
  2. Photographs.
  3. Feedback.
  4. Newspaper clippings.
  5. Other relevant project records.

Student Capacity

The RFP envisages 100 seats per year at the Tezpur centre for the residential NEET coaching programme. The document also notes that the number of seats is indicative and may change.

The selected agency therefore needs to plan infrastructure, faculty, accommodation, food, safety, academic resources and support services around the prescribed student capacity.

Eligibility and Pre-Qualification Criteria

The RFP's Pre-Qualification stage is mandatory. A bidder that fails any mandatory pre-qualification condition can be disqualified, and financial bids of bidders that do not qualify at the pre-qualification stage will not be opened.

Key Eligibility Requirements

1. Legal Entity

Eligible bidders are required to have an appropriate legal constitution, including:

  1. Company incorporated in India under the Companies Act.
  2. Firm/LLP, as applicable.
  3. Society registered under the applicable Societies Registration framework.

The bidder should also have:

  1. GST registration/GST number.
  2. Valid PAN.
  3. Valid 80G and 12A certificates, wherever applicable.

2. Positive Net Worth

The bidder must have positive net worth for each of the last three financial years:

  1. FY 2023-24
  2. FY 2024-25
  3. FY 2025-26

A Chartered Accountant certificate confirming positive net worth is required.

Important: The RFP does not prescribe a specific rupee amount for net worth; it requires the net worth to be positive for each of the three specified financial years.

3. Minimum Average Annual Turnover

The RFP requires a minimum average annual turnover of ₹3 crore for the last three years ending 31 March 2026, with the relevant requirement relating to PSU and Government organisation work/residential coaching business as specified in the RFP.

The required evidence includes a Chartered Accountant certificate and audited financial statements.

The technical evaluation also awards marks based on average annual turnover from residential coaching business in Assam: more than ₹3 crore receives 10 marks, while a minimum ₹3 crore receives 8 marks.

4. Residential Coaching Centres in Assam

The bidder must have at least three established and operational residential coaching centres in Assam, each running for a minimum of five years, supported by appropriate licences or government/sponsor sanction documentation.

5. Experience in Residential Coaching

The RFP's pre-qualification table states that the bidder should have minimum 10 years of experience providing residential coaching for NEET-UG or JEE (including JEE Advanced), as applicable to the bid.

However, the supporting-document column refers to a CA experience certificate indicating 3 years of experience.

This is an internal inconsistency in the RFP and should be verified against the applicable corrigendum/clarification before bidders rely on the requirement.

6. Student Training Experience

The RFP requires an average minimum number of candidates trained in residential coaching centres in Assam during the last five years:

  • NEET-UG: 50 students per year
  • JEE: 100 students per year

7. Student Selection/Outcome Experience

For the last five years, the RFP specifies average annual numbers of students selected from residential training in Assam of:

  1. NEET-UG: 40
  2. JEE (Qualified in JEE Advanced): 30

8. Teaching Faculty

The bidder should have at least one teacher per subject at the Assam centre for:

  1. Mathematics
  2. Physics
  3. Chemistry
  4. Biology

The specified minimum teaching experience is 5 years.

9. Non-Blacklisting

The bidder should not have been declared ineligible for corrupt or fraudulent practices or blacklisted by a Central/State Government, Semi-Government organisation or PSU in India during the preceding five years.

Technical Evaluation Criteria

The technical proposal is evaluated out of 100 marks.

The technical evaluation gives particular importance to actual student outcomes, with up to 45 marks allocated to success in NEET-UG/JEE Advanced examinations.

For teachers, the technical scoring framework provides 10 marks for 16 or more qualified teachers, 8 marks for 10–15 teachers and 5 marks for fewer than 10 teachers.

A bidder scoring less than 70 marks in technical evaluation is liable to be considered technically non-responsive. Subcontracted purchase/work orders are not allowed.

Only bidders who pass the pre-qualification stage and achieve the required technical threshold proceed to financial evaluation.

The lowest evaluated financial proposal receives a financial score of 100, while other financial proposals are scored using the prescribed formula. The final ranking is based on the weighted technical and financial scores.

The bidder achieving the highest final score is treated as the successful bidder. In case of a tie, the bidder with the higher technical score gets preference.

Important Experience Discrepancy

The attached GeM Bid Document GEM/2026/B/7920814 states 5 years of past experience for similar services, while the detailed RFP pre-qualification table states 10 years of residential coaching experience.

For tender-risk purposes, bidders should seek written clarification or check the latest corrigendum before relying on the lower 5-year threshold.

Submission Guidelines

Bidders should carefully follow the prescribed bid structure.

The RFP describes separate bid-opening stages covering:

  1. Set 1 – RFP Document Fee and Bid Security/EMD
  2. Set 2 – Pre-Qualification Bid
  3. Set 3 – Technical Bid
  4. Set 4 – Financial Bid

Only technically/pre-qualification qualified bidders proceed to the financial stage.

Key submission requirements

  1. Register on the GeM portal.
  2. Obtain the required digital certificate/digital signing facility.
  3. Submit the bid electronically through the prescribed portal.
  4. Submit only one bid.
  5. Keep the bid valid for 180 days.
  6. Submit the prescribed notarized Power of Attorney.
  7. Ensure EMD and RFP fee requirements are fulfilled.
  8. Do not disclose financial prices in the technical proposal.
  9. Do not submit conditional bids.
  10. Upload all documentary evidence supporting eligibility and technical claims.
  11. Follow the prescribed formats and schedules.
  12. Ensure all declarations are signed by the authorised signatory.

The RFP states that prices must not be included in the technical proposal and that conditional bids are liable to rejection. It also requires bidders participating in the selection process to register on GeM and use the required digital certificate for electronic submission.

The RFP also states that bids submitted by physical submission/fax/email are not to be entertained, creating an important distinction from the notice's reference to documents being submitted both offline and online.

The RFP's pre-qualification checklist specifically identifies incorporation documents, GST, positive net-worth certificate, turnover certificate, organisation/coaching registration evidence, experience certificate, year-wise candidate records, teaching-staff list, non-blacklisting declaration and Power of Attorney.

Technical Proposal Checklist

The technical proposal includes, among other prescribed forms:

  1. Turnover certificate from Chartered Accountant/Auditor.
  2. Self-certificate regarding the number of coaching centres in Assam.
  3. Self-certificate regarding coaching centres in India.
  4. Self-certificate on overall student success rates.
  5. Self-certificate on success rates of students from Assam.
  6. HR certificate regarding the number of teachers employed.
  7. Self-declaration specifying the minimum number of students required to operate the Tezpur centre.

Supporting documentary evidence should be attached wherever required.

What Bidders Should Pay Particular Attention To

1. Turnover evidence

The ₹3 crore average turnover threshold should be supported through appropriate CA certification and audited financial statements. The GeM bid also states that turnover eligibility will be verified by the buyer during technical evaluation.

2. Actual residential coaching experience

This is not merely a financial-capacity tender. The evaluation strongly emphasises residential coaching infrastructure, student outcomes, coaching centres and teaching personnel.

3. Student outcome records

Because up to 45 technical marks relate to entrance-examination success, bidders should maintain clear year-wise records of students trained and students qualifying/being selected.

4. Faculty documentation

Teacher qualifications, subjects, experience and employment evidence should be organised before submission.

5. No subcontracting

The technical evaluation document expressly states that subcontracted purchase/work orders are not permitted.

6. Technical threshold

A score below 70/100 may result in technical non-responsiveness.

7. Financial bid

The financial proposal becomes relevant only after successful completion of the mandatory pre-qualification and technical stages.

Payment Structure

The RFP provides for milestone-based payment linked to the student's enrolment and continuation in the coaching programme.

The payment structure described in the RFP is broadly:

Instalment

Milestone

Percentage of Fee per Student

1

Student enrolment in coaching agency, with prescribed enrolment/admission documentation

40%

2

Completion of five months of coaching and quarterly progress reporting

30%

3

20%

4

Completion of eleven months of coaching and quarterly progress reporting

10%

Total

100%

The RFP also provides conditions concerning students who leave the programme midway and performance-related contractual provisions.

Contract Duration

The initial contract period is two years.

The RFP provides that the contract may be extended for a further two years, with extension dependent on ASYC's assessment of the coaching agency's performance during the initial period.

The selected bidder is required to furnish a 10% performance security/bank guarantee within the prescribed period following the Letter of Intent.

Tender Expert Analysis

This RFP is designed for an experienced residential coaching organisation rather than a conventional classroom-training provider. The qualification structure places substantial emphasis on:

  1. Financial strength.
  2. Positive net worth.
  3. Established residential coaching infrastructure in Assam.
  4. Demonstrated NEET/JEE training experience.
  5. Student selection and success records.
  6. Experienced teaching staff.
  7. Ability to operate a 100-student residential centre.
  8. Food, accommodation and safety management.
  9. Student monitoring and counselling.
  10. Technology-enabled MIS and reporting.
  11. Long-term project execution capability.

The 70:30 QCBS model means the lowest financial quotation alone will not determine the winner. Technical capability carries 70% of the final score, making the quality and completeness of the technical proposal particularly important.

Key Tender Risks and Clarifications

Deadline discrepancy

The RFP notice gives 12:00 PM on 24 August 2026 as the submission deadline and 3:00 PM as opening time, whereas the GeM bid document records 6:00 PM and 6:30 PM, respectively.

Experience discrepancy

The RFP's detailed pre-qualification table requires 10 years of experience, while the GeM bid details state 5 years of similar-service experience.

Submission-mode wording

The RFP notice refers to submission of documents both offline and online, but the bidder instructions state that bids submitted by physical submission, fax or email will not be entertained. This should be clarified before final publication and, more importantly, before bid submission.

EMD exemption

Although the general GeM GTC contains provisions for certain eligible categories to claim bid-security exemptions, the specific RFP expressly states that no EMD exemption will be accepted. The specific bid condition should therefore be treated as the operative requirement unless a subsequent corrigendum changes it.
