3. Scope of Work
The selected Captive Employer will be responsible for the following major activities:
3.1 Mobilization
The Captive Employer must identify and enroll rural youth from poor families, with priority to candidates from:
- Vande Bharat – Gramin Awas Mission (VB-GRAM) households
- BPL families
- Self-help groups (SHGs)
3.2 Skill Training
- The selected entity must provide skill training aligned with National Skill Qualification Framework (NSQF) standards using approved curricula and certified trainers.
- For the sanctioned target, training is required to be completed on or before 31 December 2027.
3.3 MoU Execution
- The selected Captive Employer must execute the required Memorandum of Understanding (MoU) within 15 days from State Project Approval Committee (SPAC) approval of the project.
3.4 Placement
- The Captive Employer must ensure placement of at least 70% of trained candidates in wage employment.
- The placement must have a minimum period of six months. The EOI specifies that placement of six months includes placement proof to be achieved within 9–12 months from completion of training.
3.5 Post-Placement Support
- The selected entity must track and support placed candidates for at least 12 months to promote retention and career progression.
3.6 Compliance
The Captive Employer must comply with:
- Captive Employer Guidelines
- Applicable SOPs
- Reporting requirements
- DDU-GKY requirements
3.7 Infrastructure
The organization must maintain adequate training infrastructure, including:
- Training facilities
- Laboratories
- Tools/equipment
- Other infrastructure required under applicable programme standards
4. Eligibility Criteria
- Applicants interested in participating as Captive Employers must satisfy the eligibility requirements specified in the EOI.
Registration
The applicant must:
- Be registered with the Ministry of Rural Development (MoRD).
- Possess a valid Permanent Registration Number (PRN).
Legal Status
Eligible entities may include organizations registered under applicable Indian laws, including:
- Indian Trust Acts
- State Society Registration Acts
- State Cooperative Societies Acts
- Companies Act, 2013
- Limited Liability Partnership Act, 2008
- SHGs and their federations

Experience
- The applicant must demonstrate experience in skill development projects, preferably under DDU-GKY or similar schemes.

6. Entities Not Eligible to Apply
The following categories are expressly excluded from applying under DDU-GKY 2.0 according to the EOI:

- Existing PIAs that were unable to place 50% of trained candidates under DDU-GKY Phase-I.

- Sister concerns/subsidiaries of organizations against which default action for recovery of funds has been initiated.
- Skilling agencies whose directors were involved in agencies that previously defaulted with DDU-GKY.
- Skilling agencies blacklisted by the Government.
7. Placement Obligations
Placement is a major component of this EOI.
The selected Captive Employer is required to:
- Place at least 70% of trained candidates.
- Provide wage employment.
- Ensure a minimum placement period of 6 months.
- Provide placement proof.
- Track and support placed candidates for at least 12 months after placement.
The EOI further requires declarations regarding placement at prescribed wage levels:
- ₹10,000 per month or minimum wages, whichever is higher, for 70% of trained candidates for training courses of less than six months.
- ₹12,000 per month or minimum wages, whichever is higher, for 70% of trained candidates for training courses of more than six months.
8. Training & Project Timeline
