Scope of Work

Selected Project Implementing Agencies (PIAs) will be responsible for:

  1. Mobilisation of eligible Scheduled Tribe youth.
  2. Conducting residential skill training.
  3. Delivering NCVET-approved skill courses.
  4. Providing On-the-Job Training (OJT).
  5. Assessment and certification.
  6. Ensuring placement-linked employment.
  7. Achieving minimum 70% placement.
  8. Providing post-placement support as required under project guidelines.

Failure to achieve the minimum placement percentage may result in proportionate reduction of project cost.

Pre-Qualification Criteria

Eligible applicants should have:

  1. Proven experience in placement-linked skill development.
  2. Successfully implemented large-scale skill development programmes.
  3. Verified placement of at least 1,000 trained candidates from rural areas.
  4. Minimum three years of operational history.
  5. Experience in vocational skilling.
  6. Documented placement performance.

Ministry of Tribal Affairs Releases Placement-Linked Skilling RFP for Odisha & Jharkhand

The Ministry of Tribal Affairs (MoTA), Government of India, has announced a significant opportunity for experienced skill development organizations through the release of a Request for Proposal (RFP) for implementing a Pilot Project aimed at placement-linked skilling of Scheduled Tribe (ST) youth in Odisha and Jharkhand.

Under this initiative, 1,000 tribal youth will receive residential, industry-oriented skill training in NCVET-approved job roles across sectors such as Automotive, Aerospace & Aviation, Electronics, Healthcare, Mining, Tourism & Hospitality, Apparel, Capital Goods, Semiconductor, and other approved trades. Training duration will range from three to six months, including On-the-Job Training (OJT).

The Ministry has emphasized that only experienced organizations with a proven track record in placement-linked skilling and successful employment outcomes should participate. The evaluation process consists of Initial Screening followed by a detailed Qualitative Appraisal, assessing organizational capability, financial stability, placement history, employer partnerships, infrastructure, and technical competence. Higher scores will be awarded to organizations with stronger financial profiles, larger placement achievements, and robust training experience.

Interested Project Implementing Agencies must submit their physical proposals before 21 August 2026, while the Pre-Proposal Meeting is scheduled for 11 August 2026 in hybrid mode. Applicants are required to pay a Project Application Fee of ₹25,000 + GST and a Qualitative Appraisal Fee of ₹1,25,000 + GST, both of which are non-refundable.

Training providers, NGOs, Section 8 companies, trusts, societies, LLPs, government institutions, and experienced vocational training organizations planning to expand their work in tribal livelihood and placement-linked skilling are encouraged to carefully review the RFP and prepare comprehensive documentation before submission.
