Scope of Work

The selected Training Agency will undertake activities specifically authorized under the approved FY 2026-27 programme and through individual work orders.

1. Training Planning & Calendar

The agency will prepare a detailed training calendar aligned with the approved Annual Action Plan (AAP), targets and authorizations in consultation with the Department, RETCs, District and Block authorities.

2. Capacity Building & Training

The scope includes approved orientation, refresher, GPDP/BPDP/DPDP, LSDG thematic, specialized, digital governance, financial management, leadership, SHG-PRI convergence, Own Source Revenue (OSR), spatial planning and other approved training programmes.

3. Training Content Development

The agency will develop/adapt training modules, presentations, case studies, handouts, exercises and audio-visual material in English, Hindi, Urdu and/or relevant regional language, depending on the target group and approved training plan.

4. Training of Trainers

The agency will provide resource persons and support Training of Trainers/Master Trainers. Trainers are expected to have appropriate subject knowledge and participatory adult-learning capabilities.

5. Participant Mobilization

The agency will coordinate with State/UT, District, Block and Panchayat officials for scheduling, batching, nominations, reminders and participation.

6. Venue & Logistics Management

Where required, the agency will arrange appropriate venues and facilities such as projectors, audio systems, computers, internet, power backup, stationery, refreshments, meals and accommodation, subject to approved norms.

7. Digital/TMP Compliance

Training programmes are to be scheduled and recorded on the Training Management Portal (TMP) or another platform prescribed by the Ministry of Panchayati Raj. The agency will support nominations, attendance, assessments, feedback, uploading of training material and photographs, and e-certificate generation.

8. Training Delivery & Documentation

The agency must maintain attendance records, trainer reports, geo-tagged photographs and video documentation as prescribed.

9. Exposure Visits

Approved exposure visits may be conducted within or outside J&K, including identification of model Panchayats/institutions, itineraries, permissions, transportation, accommodation, learning sessions, attendance, feedback and post-visit reporting.

10. Reporting & Monitoring

Monthly or assignment-wise reports will cover targets, achievements, participant profiles, training days, locations, trainer deployment, assessment results, feedback, photographs, TMP status and corrective actions.

11. Post-Training Activities

Supporting documentation and consolidated reports are to be submitted within the prescribed period. Data generated under the assignment must be made available to the Department in usable/editable form.

12. Quality Assurance

The agency must maintain consistent training quality, deploy approved personnel, conduct trainer briefings, monitor sessions, respond to feedback and replace under-performing personnel when directed for recorded reasons.

Professional / Technical Qualification Criteria

The EOI uses a two-stage evaluation process: preliminary eligibility screening followed by technical evaluation. The technical evaluation carries 100 marks, with a minimum qualifying technical score of 70 marks.
