Scope of Work

The selected Foreign Language Training cum Implementation Partner (FLTIP) is expected to provide end-to-end support covering language training, candidate mobilization and overseas employment facilitation.

According to the Terms of Reference, the principal scope includes:

  1. Candidate Mobilization and Counselling
    • Public outreach across Assam.
    • Candidate counselling and mobilization.
  2. German Language Training
    • German language training up to the required proficiency level.
    • Cultural orientation.
    • Mock tests.
    • Pre-departure training.
  3. Language Certification
    • Arrangement of language proficiency certification through recognized agencies.
  4. Overseas Placement
    • Facilitation of overseas employment.
    • Tie-ups with international employers.
    • Coordination with overseas employers for job placement.
  5. Visa and Travel Assistance
    • Assistance with visa documentation.
    • Travel arrangements.
    • Post-placement support.
  6. Ethical Recruitment
    • Recruitment practices must comply with applicable Indian and destination-country regulations.

The document further requires the partner to manage the candidate journey from mobilization and training through certification, visa documentation, travel and post-placement support.

Additional Responsibilities of the Selected Partner

The FLTIP is also expected to:

  1. Possess the required approvals and licences for recruitment, training and placement of foreign workers.
  2. Facilitate personal, skill or education loans from banks/financial institutions where required.
  3. Conduct destination-country pre-departure orientation.
  4. Cover work culture, etiquette, legal compliance and workplace ethics.
  5. Conduct regular foreign-language proficiency mock tests.
  6. Coordinate with overseas employers.
  7. Work with ASDM towards the scheme objectives.
  8. Enter into a formal agreement/MoU for training and placement of the targeted number of candidates.

The responsibility matrix on pages 5-6 additionally identifies placement support, end-to-end candidate support, candidate mobilization, training infrastructure and other implementation functions for the FLTIP.

Pre-Qualification / Eligibility Criteria

Interested agencies and institutions must satisfy the eligibility conditions specified under Clause 3.2.

1. Legal Entity in India

The applicant must be a legal entity registered/incorporated in India.

Acceptable registration forms mentioned in the EOI include entities registered under relevant laws such as:

  1. Societies Registration Act
  2. Companies Act
  3. LLP Act
  4. Other applicable legislation

  1. Certificate of Incorporation/Registration

Overseas Placement Benchmark

Annexure 4 requires applicants to provide a proposed Overseas Placement Benchmark for German Language.

  5. Visa type for Indian nationals

Evaluation and Shortlisting Process

The EOI follows a two-stage process.

Stage 1 – EOI

ASDM will scrutinize EOI submissions received online within the prescribed deadline. The Evaluation Committee will first examine whether applications are complete.

The Committee may seek clarification, explanation or additional information relating to eligibility where required.

Stage 2 – RFP

Following EOI evaluation and shortlisting, ASDM may issue a detailed RFP to shortlisted applicants.

The RFP is expected to contain the detailed technical and operational requirements. Selection at that stage will be based on evaluation of proposals submitted in accordance with the RFP's terms and conditions.

Therefore, agencies interested in participating should understand that submission of an EOI does not itself constitute selection for the assignment.

Consultant's Tender Review: Key Compliance Points

From a bid-preparation perspective, applicants should pay particular attention to the following:

1. ₹50 Lakh Turnover Is Not General Business Turnover Alone

The eligibility clause specifically refers to an average annual turnover of ₹50 lakh from foreign-language training and foreign-language orientation programmes during FY 2023-24 to FY 2025-26. The CA certificate should therefore clearly substantiate the relevant similar-business turnover.

2. MEA Recruitment Licence Is Material

The eligibility section expressly requires a valid Recruitment Agency Licence issued by MEA, Government of India. Agencies should verify that their licence/documentation meets the EOI requirement before submission.

3. German Training Experience Must Be Documented
