Pre-Bid Meeting

The pre-bid meeting is scheduled for 21 September 2026 at 11:00 AM at the Office of the State Mission Director, SBM-U, Panchkula. Written queries are to be submitted by the specified last date, and responses/corrigenda published on the e-procurement portal are binding on bidders.

Scope of Work

The appointed Swachhata Knowledge Partner will be responsible for end-to-end delivery of the capacity-building programme.

1. Training Plan and Content Development

The selected agency is required to prepare a detailed Training Plan covering:

  1. Training architecture
  2. Detailed curriculum
  3. Mapping with the Solid Waste Management Rules, 2026
  4. Related SBM-U 2.0 and sanitation themes
  5. Cadre-wise batch composition
  6. Trainer deployment plan
  7. Date-wise batch calendar

The Training Plan is required within two weeks of signing the agreement.

The agency must also develop:

  1. Session plans
  2. Presentation decks
  3. Participant handbooks/kits
  4. Case studies
  5. Ready-reckoners
  6. Compliance checklists
  7. Post-training assessment instruments

The content is to be aligned with the notified SWM Rules, 2026 and relevant SBM-Urban MIS, Swachh Survekshan toolkit and applicable protocols.

2. Offline Classroom Training

Training is to be conducted in offline classroom mode, in batches of 50 participants, at venues and on dates directed by the Authority.

The quoted training rate is intended to cover, among other things:

  1. Course fee
  2. Training modules and kits
  3. Food and refreshments
  4. External expert honorarium
  5. Certificates
  6. Classroom infrastructure
  7. Projector and screen
  8. Whiteboard
  9. Stationery
  10. Trainers/trainer cost

Transportation, boarding and lodging of participants are excluded from the quoted rate and are to be provided by the State/ULB or dealt with as per actuals under the applicable MoHUA cost norms.

3. Assessment and Reporting

The agency must conduct a post-training assessment for every batch and maintain attendance and supporting evidence.

Required evidence includes:

  1. Attendance records
  2. Assessment results
  3. Batch reports
  4. GPS-tagged/time-stamped photographs and videos
  5. Training material used
  6. Portal updates

A batch report is required within 10 days of the training.

Training Themes

BOQ and Pricing Structure

Offline classroom training programme on the SWM Rules, 2026 and related themes — per participant, per training day.

The SWM Technical & Regulatory Expert and Monitoring, Evaluation & Assessment Specialist must be present at the training venue for each batch.

Contract Period and Implementation Timeline

The discovered rate remains firm and valid up to 31 March 2027, being the notified conclusion of SBM-U 2.0, or the actual conclusion of the Mission, whichever is later.

After agreement:
