Experience:

  1. Minimum 8 years of work experience in Environmental Management, SWM, sanitation or related sectors.
  2. At least 5 years of relevant experience in implementation of Swachh Bharat Mission in ULBs.

Eligibility Criteria

The RFP's mandatory eligibility criteria require the applicant to satisfy the following conditions:

Legal Entity

The applicant must be a single legal entity registered under an appropriate Act in India. Joint ventures are not permitted.

The RFP specifically identifies eligible organisational forms such as Societies, Trusts and Section 8 Companies.

Required documents include:

  1. Certificate of Incorporation/Registration
  2. GST
  3. PAN

Minimum Average Annual Turnover

The bidder must have a minimum average annual turnover of ₹10 lakh from Indian operations during the last three financial years:

  1. FY 2023-24
  2. FY 2024-25
  3. FY 2025-26

The RFP requires financial evidence such as statutory audit reports, CA certificate/UDIN-approved turnover certificate and Profit & Loss statement.

Experience

The applicant must have at least one completed or ongoing consultancy assignment with:

  1. Central Government
  2. State Government
  3. Urban Local Bodies

Experience of working simultaneously across multiple ULBs will be preferred. Work orders or completion certificates are required as supporting evidence.

Authorised Representative

A Power of Attorney or Board Resolution authorising the person signing the proposal is required.

Financial Criteria

The RFP establishes both minimum financial eligibility and financial evaluation parameters.

The mandatory turnover threshold is ₹10 lakh average annual turnover over the specified three financial years.

For technical evaluation, turnover is scored as follows:

Average Annual Turnover

Marks

₹5–7 lakh

5

₹7–10 lakh

10

₹10–15 lakh

15

More than ₹15 lakh

20

The RFP also awards 5 marks for positive net worth as per the audited balance sheet at the end of FY 2024-25.

Important: Positive net worth appears in the technical evaluation matrix rather than the listed mandatory eligibility criteria. Therefore, it is more accurate to describe it as an evaluation parameter rather than a separately stated minimum eligibility threshold.

Technical Evaluation and Selection Method

The technical proposal carries 100 marks, with 70 marks as the minimum qualifying score. Only bidders obtaining at least 70 marks proceed to financial evaluation.

The technical evaluation includes:

Evaluation Parameter

Maximum Marks

Average Annual Turnover

20

Positive Net Worth

5

Consultancy/PMU/Capacity Building Experience

15

Capacity Building/Skill Development/Awareness Workshop Experience

15

Valid ISO Certifications

10

Approach & Methodology

35

Total

100

Relevant experience in consultancy/PMU/capacity building with Central/State Government/ULBs during the last seven years can earn up to 15 marks. Experience conducting capacity-building/skill-development/awareness workshops for Central/State Government/PSUs can earn up to 10 marks, with 5 additional marks for experience covering multiple ULBs simultaneously.

The RFP lists the following certifications under the technical evaluation:

  1. ISO 9001:2015
  2. ISO 27001:2022
  3. ISO 45001:2018

The Approach & Methodology component carries the highest weight at 35 marks.

QCBS Formula

The financial score is calculated using:

Sf = (Fm / F) × 100

The final combined score is:

Final Score = (St × 0.80) + (Sf × 0.20)

Thus, the final selection follows an 80:20 Technical-Financial QCBS weighting.

Tender Fee and EMD

Tender Fee

The tender document cost comprises:

  • ₹1,180 – E-Service Fee
  • ₹1,000 – Bid Document Fee

Total: ₹2,180

The principal notice states that payment can be made online through Internet Banking or by generating an RTGS/NEFT challan.

EMD

The principal notice and eligibility section specify:

EMD: ₹37,520

The RFP's main notice says payment can be made online through Internet Banking or by generating an RTGS/NEFT challan. However, the detailed eligibility/terms section states that the EMD is in the form of Demand Draft or Bank Guarantee in favour of the Executive Officer, Municipal Council Sohna.

There is therefore a mode-of-EMD inconsistency within the uploaded RFP.

In addition, the Bid Document Checklist on page 13 contains a further inconsistency, showing ₹1,00,000 as EMD and "Online payment", whereas the principal notice and eligibility section specify ₹37,520.

Tender Expert Note

For publication on SkillCouncils.com, the safest wording is:

EMD: ₹37,520 as specified in the main tender notice and eligibility section. Bidders should verify the applicable EMD amount and payment mode on the official Haryana e-Procurement Portal before submission because the RFP contains inconsistent EMD references.

EMD Exemption

EMD Exemption: Not specified in the uploaded RFP.

The document does not provide a clear exemption clause for MSMEs, Startups, NGOs, Societies, Section 8 Companies or any other category. Accordingly, SkillCouncils.com should not state that EMD exemption is available unless subsequently clarified by the procuring authority or e-procurement portal.

Estimated Tender Cost

Estimated Cost: Not stated in the uploaded RFP.

The Financial Bid format provides a blank field for the bidder to quote the amount inclusive of GST for the 12-month assignment. The document does not mention an estimated project cost/value.

Important Tender Conditions

The selected agency will be required to enter into an agreement with the Office of the Executive Officer, Municipal Council Sohna. The RFP states that no cost variation will be permitted during the contract period.

Payments are to be made monthly, subject to submission and verification of required reports and approval by the competent authority.

The selected agency must maintain continuity of deployed personnel. Replacement of key personnel requires prior written approval, and personnel directed to be replaced must be substituted with an equally or better qualified resource within 15 working days.

The RFP also contains penalty provisions for manpower non-deployment, delayed reporting and non-compliance. For example, unauthorised non-deployment/absence of approved personnel may attract a penalty of up to ₹5,000 per person per day, while delayed reports/documentation may attract up to ₹2,000 per instance.

Tender Expert Analysis: What Bidders Should Focus On

From a bid-preparation perspective, this is not simply a conventional training contract. The RFP places considerable emphasis on technical capacity, municipal-sector experience, methodology, field implementation and measurable outcomes.

The strongest areas for bidders to address should include:

  1. Demonstrable experience with Government/ULB assignments.
  2. Strong SBM-U/SWM implementation credentials.
  3. Qualified SBM/SWM technical experts.
  4. Experience covering multiple ULBs.
  5. A detailed district/ULB-level implementation methodology.
  6. Practical training and field-demonstration capability.
  7. Robust MIS, monitoring and reporting systems.
  8. Evidence-based outcome measurement.
  9. English and Hindi training material development.
  10. A realistic deployment and activity calendar.

This is particularly important because Approach & Methodology carries 35 of the 100 technical marks, while technical qualification requires a minimum score of 70 marks.

Critical Points Requiring Verification Before Bid Submission

There are several points in the uploaded RFP that bidders should verify on the official e-tender portal before making the final submission:

1. EMD Amount

The main notice specifies ₹37,520, while the page 13 checklist states ₹1,00,000.

2. EMD Payment Mode

The opening notice mentions online payment/RTGS-NEFT, while another section requires DD/Bank Guarantee.

3. Dates

Publishing, bid start and closing dates are stated as "To be notified on portal."

4. Pre-Bid Meeting

No specific pre-bid meeting date, time or venue is provided in the uploaded 18-page RFP.

5. Estimated Cost

No estimated tender/project value is specified.

These points should be checked against the latest information appearing on https://etenders.hry.nic.in before publication as a definitive deadline/financial notice.
