Safety and Instructor Requirements

The successful bidder must provide a fully functional medical-grade emergency oxygen cylinder at poolside throughout the four-day programme.

Every deployed trainer must have:

1. Active teaching/instructor status with the relevant diving organisation/board
2. Emergency First Response (EFR) certification

A medical screening/standard diving health questionnaire must be completed for all 250 cadets on Day 1 before pool entry.

Safety Record

The scope document additionally requires a zero-accident record in institutional training for the previous three financial years.

Non-Blacklisting Declaration

A self-certified affidavit on company letterhead is required confirming that the bidder has not been debarred, blacklisted or suspended by GeM or any government department.

Financial Criteria

The principal financial eligibility requirement is a minimum average annual turnover of ₹3 lakh for three financial years.

The bid document does not specify any minimum net worth requirement.
