6. CMMI Level 3

The bidder must possess at least CMMI Level 3 certification.

7. Tax Compliance

Valid GST registration and Income Tax PAN are required. The bidder must also not be blacklisted or debarred by any Central or State Government department as of the bid submission date.

8. Open-Source and Cloud Capability

The bidder must demonstrate previous experience deploying open-source-stack applications on cloud infrastructure such as NIC Cloud, AWS, Azure, GCP or SDC, with at least one live cloud-deployed reference portal.

9. Conflict of Interest

The bidder must not have a relationship or financial interest with an existing CCML vendor, officer or advisory committee member that creates a conflict of interest.

JV/Consortium: Permitted, with a maximum of two members. Specific components such as WhatsApp BSP, payment gateway and VAPT may be subcontracted with prior written approval and disclosure in the bid.
