Scope of Work

The tender is for a performance-based Safety Capability Development Training Program. The selected Business Associate will be responsible for planning, executing and measuring the effectiveness of safety training across TPNODL's designated locations.

1. Safety Training Across 16 Locations

The programme is to cover 16 locations/divisions, with the agency responsible for planning and executing training at locations designated by TPNODL. The tender targets approximately 24,000 man-days through structured safety training and interventions.

2. Regular Training Delivery

The agency is required to maintain the planned training schedule and ensure training availability across the designated locations. The scope specifies a requirement of 26 training days per month at each location/division.

3. Qualified Safety Trainers

The tender specifies that the relevant trainer qualification should be:

1. Engineering Graduate/Diploma holder;
2. Full-time Post Diploma in Industrial Safety; and
3. 3–5 years of relevant experience in delivering or educating safety training modules relating to critical processes.

Trainers/faculty are subject to selection and approval by the TPNODL Corporate Safety Department.

4. Training Assessment

The agency must conduct pre-tests and post-tests, evaluate participants and submit assessment results/mark sheets to the concerned Divisional Safety Officer.

5. MIS and Reporting

The scope requires centralized monitoring and reporting covering:

1. Attendance;
2. Man-days achieved;
3. Faculty/trainer attendance;
4. Assessment scores;
5. Location-wise progress;
6. BAETMS entries;
7. Pending training coverage;
8. Weekly and monthly progress reporting.

6. Training Languages

Training presentations are required in Odia, Hindi and English, with delivery generally in Odia. Executive-level training may be delivered in English or Hindi. Training presentations require approval from TPNODL Safety Department officials.

7. Training Modules

The scope identifies modules including:

1. L Comprehensive;
2. SHE L1, L2 and L3;
3. Non-technical modules for low-risk work employees;
4. Critical SOP Training;
5. Training on Wheel.

The training content is required to incorporate relevant TPNODL operations and work processes.

8. Practical Demonstrations

The programme includes practical demonstrations such as:

1. Fire extinguisher demonstration;
2. Safety PPE;
3. Neon tester;
4. Discharge rod;
5. Housekeeping and 5S activities.

The demonstrations are to be approved by TPNODL before delivery.

9. Additional Operational Responsibilities

The selected agency is also required to undertake responsibilities related to trainer availability, attendance management, assessments, MIS, quality assurance, training plans, daily progress reporting, training certification and other activities specified in the Scope & SLA.

Professional / Qualification Criteria

The tender's bidder qualification requirements include the following:

Minimum Average Annual Turnover

The bidder should have an Average Annual Turnover of ₹50 lakh in any three financial years from the financial years specified in the tender, namely FY 2022-23, FY 2023-24, FY 2024-25 and FY 2025-26. Audited Profit & Loss Accounts with UDIN are required as evidence.

Similar Work Experience

The bidder should have successfully completed safety training services or similar services with cumulative work orders of ₹50 lakh during the specified last three financial years. Work orders/completion certificates are required as proof.

Performance Certificate

A satisfactory performance certificate for similar services provided to a reputed organisation is required. Where the bidder has previous relevant association with Tata Power, TPCODL, TPNODL, TPWODL, TPSODL or other Tata Power Group companies, the tender states that relevant performance feedback will be considered.

Statutory Registrations

The bidder should have:

1. Valid EPF Registration Certificate;
2. Valid ESI Registration Certificate;
3. Valid Labour Licence;
4. PAN;
5. GST.

Blacklisting / Debarment

Bidders presently under debarment or blacklisting by TPNODL, Tata Group Companies, Government of Odisha or another organisation in India for reasons related to supply/services are stated to be ineligible. An undertaking regarding non-blacklisting/debarment is required.

Financial Criteria

The principal financial qualification specified in the tender is:

Minimum Average Annual Turnover: ₹50 lakh.

The tender does not specifically prescribe a minimum net-worth requirement in Clause 1.7. The document checklist does, however, refer to a credit rating/solvency certificate, which bidders should review and submit as applicable.

MSME Financial Relaxation

MSMEs registered in the State of Odisha receive specified benefits. The tender states that the financial turnover qualification requirement for eligible Odisha MSMEs will be reduced to 20% of the existing criterion. The document also provides a different approach to assessment of past experience based on customer feedback.

Tender Fee and EMD

Tender Fee

1. General tender fee: ₹5,000
2. Odisha-registered MSMEs: ₹1,000 including GST
3. Tender fee is non-refundable.
4. Payment is through NEFT/RTGS to TPNODL's designated bank account.
5. Tender fee must be paid by 28 September 2026 by 5:00 PM.

EMD

•  EMD: ₹50,000
• EMD may be submitted through:
  • Online NEFT/RTGS; or
  • Bank Guarantee valid for 210 days after the bid-submission due date.
• For an EMD submitted as a Bank Guarantee, the original BG must be delivered in hard copy to the specified TPNODL address.
• Odisha- registered MSMEs are exempt from EMD.

Bid Submission Guidelines

Bidders should carefully follow the three-part bid structure.

Part 1 – EMD

The applicable EMD must be submitted in the prescribed form and validity. For non-exempt bidders, the ₹50,000 EMD may be provided through NEFT/RTGS or Bank Guarantee.

Part 2 – Technical Bid

The Technical Bid should contain, among other applicable documents:

1. Qualification-criteria evidence;
2. Technical literature/details, where applicable;
3. Qualified-resource details;
4. Testing-facility details, where applicable;
5. Schedule of Deviations;
6. Acceptance of commercial terms;
7. Quality Assurance/Inspection Test Plan, where applicable.

The technical bid is to be submitted through the TPNODL e-tender platform/ARIBA. Hard copy of the Technical Bid is not required.

Part 3 – Price Bid

The Price Bid must contain price details strictly in the format prescribed in Annexure I, including the applicable breakup of basic prices, taxes, duties, freight and other required components.

Online Submission

TPNODL specifies that bids must be submitted through its e-procurement platform/ARIBA and bids submitted through any other route will not be admissible.

Important Note on EMD

Although the bid itself is submitted online, bidders submitting EMD through Bank Guarantee are required to provide the original BG in hard copy at the specified TPNODL address. Therefore, for website classification, the submission process can be described as Online, with an offline original-BG requirement where applicable.

Tender Timeline

The tender document does not state a separate physical/online Pre-Bid Meeting date. It specifically provides a deadline for submission of pre-bid queries, with consolidated replies scheduled for 4 October 2026.

In addition, the mandatory bid-document provisions call for qualification documents, signed/stamped deviation and commercial-specification schedules, authorization/Power of Attorney and copies of PAN, GST, EPF and ESI documents.

Important Compliance Points for Bidders

Bidders should pay particular attention to the following:

1. Tender fee must be paid before submitting pre-bid queries. Queries from bidders who have not paid the tender fee will not be considered for clarification.
2. The bidder must submit the bid through the prescribed ARIBA/e-procurement platform.
3. The Technical Bid should not contain price information.
4. The Price Bid should strictly follow the prescribed Schedule of Items.
5. All applicable mandatory documents should be uploaded/submitted in the prescribed manner.
6. The tender states that bids may be rejected where mandatory EMD, tender fee, price schedule, qualification documents or prescribed schedules are missing.
7. Bidders should avoid deviations; any deviations should be clearly recorded in Annexure III – Schedule of Deviations.
8. The bid must be signed by an appropriately authorised person and supported by the required Power of Attorney/authorisation documents.
9. The tender document states that bids remain valid for 180 days from the due date of bid submission.
10. TPNODL reserves the right to conduct a reverse auction for the tender, and technically qualified bidders are required to accept the applicable reverse-auction terms.

MSME Benefits Under This Tender

The tender provides specific concessions to MSMEs registered in the State of Odisha, including:

1. Tender fee reduced to ₹1,000 including GST;
2. EMD exemption;
3. Financial turnover qualification reduced to 20% of the existing criterion;
4. Past-experience assessment based on customer feedback in the manner specified by TPNODL;
