Pre-Qualification Criteria Tender Overview The RAMP programme is a World Bank-supported programme implemented by the Ministry of Micro, Small and Medium Enterprises (MoMSME). Under this RFP, the Department intends to strengthen MSME awareness, market access, institutional capacity, skills, financial awareness, vendor development and entrepreneurship support across the Union Territory. The selected agency will be expected to provide specialist resources, develop and deliver training/workshop programmes, coordinate stakeholders, arrange required logistics, maintain participant records, conduct assessments and submit periodic reports. The bidder must provide incorporation/registration documents and applicable constitutional documents. Valid PAN, GST and statutory registrations are also required. Consortium / Joint Venture Consortium or Joint Venture bidding is not permitted. However, the bidder may engage professional speakers/trainers for project delivery without diluting its contractual responsibility. Non-Blacklisting A bidder must submit the prescribed declaration confirming that it is not blacklisted/debarred by government/semi-government organisations and meeting the other declarations specified in Appendix F. Financial Eligibility Criteria The principal financial pre-qualification requirement is: Minimum Average Annual Turnover: ₹7.52 crore or more during the last three financial years ending 31 March 2025. The turnover must be supported by certification from a Statutory Auditor/CA with UDIN in the prescribed Appendix B2 format, along with the required declaration under Appendix B5. Net Worth Requirement No specific minimum net-worth requirement is stated in the pre-qualification criteria reproduced in Section 3.2 of the RFP. Therefore, bidders should not treat a separate minimum net-worth threshold as mandatory unless a subsequent corrigendum, clarification or tender-portal update specifies otherwise.
