  2. Certificate from a Chartered Accountant/Cost Accountant indicating turnover.

The attached Scope of Work also specifically mentions an average annual turnover of ₹7 lakh.

MSE and Startup Relaxation

The GeM bid provides relaxation from experience and turnover requirements for eligible:

The experience should relate to services provided to:

The Scope of Work states that bids above the sanctioned provision will not be accepted and that selection will be made in accordance with applicable Government rules among eligible competitive offers.

The tender also states that no advance payment will be made for the training programme.

EMD and Tender Fee

EMD

There is an important point that bidders should note.

The GeM Bid Details expressly state: “EMD Required – No.”

Therefore, based on the GeM bid detail, no EMD is required.

However, Annexure 3 of the attached Scope of Work contains an item referring to EMD/Security Deposit and MSME exemption. This creates a potential inconsistency between the attached Scope of Work and the GeM bid's EMD field.

Tender Fee

No tender fee amount is specified in the supplied bid document.

Further, the GeM disclaimer specifically states that asking for a tender fee/bid participation fee through an additional clause is not permitted.

Practical recommendation: Bidders should rely on the live GeM bid fields and, if necessary, obtain clarification from the Buyer before making any payment. Do not make an offline tender-fee or EMD payment unless the live GeM bid/corrigendum expressly requires it.

  9. Ability to provide the required trainers and coordinator.
  10. Compliance with applicable Government instructions and labour laws.

Professional/Pre-Qualification Criteria

The tender's pre-qualification requirements focus primarily on the bidder's organisational capability rather than a specific professional degree.

  1. Relevant institutional/service-provider experience;
  2. Adequate residential infrastructure;

Reverse Auction and Evaluation

This tender is a Two-Packet Bid, comprising technical and financial evaluation.

The GeM bid also enables a Reverse Auction (RA).

The RA will generally be conducted among the first 50% of technically qualified bidders, arranged from lowest to highest quoted price, subject to the detailed GeM rules stated in the bid.

The evaluation method is Total Value Wise Evaluation.

The bid also provides MSE purchase preference, with eligible MSE service providers potentially receiving purchase preference within L1 + 15%, subject to applicable conditions and validation.

Important Compliance Points for Bidders

Prospective bidders should pay particular attention to the following:

1. Porbandar location requirement

The required ground, classroom, hotel/accommodation and mess facilities should be near Porbandar, generally within 20 km, and should be at one location or in close proximity.

2. Physical verification

The Buyer may physically inspect the facilities before finalising technical qualification.

3. Minimum trainee strength

The planned batch is for 30 candidates. The Scope of Work states that the number should generally not fall below 20; if the number falls below that threshold, the training batch may have to be discontinued as per the tender conditions.

4. No advance payment

The Scope of Work specifically states that advance payment will not be made.

5. GST-inclusive quotation

The bidder must quote the price inclusive of GST.

6. Food licence

Because catering/food arrangements are part of the scope, an appropriate FSSAI licence is specifically required.

7. Labour-law compliance

The GeM bid requires service providers to comply with applicable labour laws and statutory requirements.Tender Analysis: Key Opportunities and Risks

From a tender-consulting perspective, this is a relatively specialised service opportunity rather than a simple manpower or training tender. The bidder needs to demonstrate both financial eligibility and physical infrastructure capability.

The most important qualification risk is the requirement for a suitable facility near Porbandar, because technical/site verification can affect qualification.

Another important issue is the difference between the GeM EMD field, which states that EMD is not required, and Annexure 3, which refers to EMD/security deposit. Bidders should obtain clarification through the appropriate GeM representation/clarification mechanism rather than making an unsolicited payment.

Similarly, no separate tender fee is identified in the supplied documents.
