1. Scope of Work

The selected SAS Training Partner will be responsible for providing training and associated services in emerging technologies with the objective of developing technology skills and improving employability. The training is expected to lead to OEM or industry-recognized certifications and enable participants to appear for global/industry certification examinations.

Operational responsibilities

The bidder must also undertake attendance management, certification facilitation, mock tests, participant feedback, record sharing and performance reporting.

The bidder must maintain a Learning Management System (LMS) accessible to nominated candidates and provide participant, course, enrollment, completion, FDP, attendance and assessment records to R-CAT when required.

2. Training and Batch Requirements

The RFP requires the selected bidder to maintain effective batch operations. The maximum batch size is 25 candidates, and each learner is required to maintain at least 75% attendance during the course.

For certification courses, the training partner should have the capability to provide both offline and instructor-led online training and examinations, although R-CAT indicates that training will primarily be conducted offline/face-to-face.

3. Trainer Qualification Requirements

Trainers deployed by the selected bidder must have sufficient training experience and hold a valid certification in the specific course/subject they are assigned to teach. The trainer's certification should be at the same level or higher than the course being delivered.

For Industry-Recognized/Global Certification Courses, the trainer must be expressly authorized by the relevant OEM, with formal authorization issued on the OEM's official letterhead. Trainer profiles must be approved by R-CAT before training begins.

4. Pre-Qualification / Eligibility Criteria

Legal Entity

Eligible bidders may include:

  1. Proprietorship firms registered under applicable law.
  2. Companies registered under the Companies Act, 2013.
  3. Companies registered under the Companies Act, 1956.
  4. Partnership firms registered under the Indian Partnership Act, 1932.
  5. LLPs registered under the LLP Act, 2008.
  6. Other legally recognized entities under applicable State/Union legislation.
Financial Turnover
The bidder must satisfy either of the following:
  1. Average annual IT/ITES turnover of at least ₹20 crore during FY 2022-23, FY 2023-24 and FY 2024-25; OR
  2. Average annual turnover of at least ₹1 crore from training during the same three financial years.

The turnover is to be supported by a CA certificate containing the CA registration number/seal and UDIN.

Operational Experience

The bidder must have been operational on or before 1 April 2023. Incorporation/registration documentation is required as evidence.

Net Worth

The bidder's net worth as on 31 March 2025 must be positive, supported by a CA certificate with registration details and UDIN.

Tax Registrations

The bidder should have:

  1. GST registration, where applicable.
  2. Income Tax/PAN registration.
Relevant registration certificates must be submitted.
Mandatory Undertaking
The bidder must confirm that it:
  1. Is not insolvent, bankrupt or under winding-up/receivership.
  2. Has not had its business activities suspended.
  3. Has not been convicted for relevant professional misconduct or false representation.
  4. Is not otherwise debarred.
  5. Has no conflict of interest.
  6. Will comply with the prescribed Code of Integrity.
The self-declaration is to be provided as per Annexure-4.
5. Tender Fee, RISL Fee and EMD
The NIB specifies:
  1. Bidding Document Fee: ₹2,000
  2. RISL Processing Fee: ₹2,000
  3. Estimated Procurement Cost: ₹2.02 crore
  4. Bid Security: 2% of estimated procurement cost.

Accordingly, the normal EMD/bid security works out to:

For eligible MSMEs of Rajasthan, the NIB specifies 0.5%, while eligible sick industries are specified at 1%, subject to the applicable conditions.

Permitted bid-security instruments include Banker's Cheque, Demand Draft, Bank Guarantee/e-BG from a scheduled bank in favour of the Managing Director, Rajasthan Centre of Advanced Technology, payable at Jaipur.

6. Submission Guidelines

The tender follows a single-stage, two-part/cover e-bid system consisting of:

9. Contract & Implementation Highlights
  1. The rate contract is intended to operate through work orders issued to the selected bidder. Training activities must be initiated within T+15 working days, where T represents the date of issuance of the work order for training delivery and associated services.
  2. For industry/global certification courses, payment is milestone-based and linked to submission of required deliverables, including trainer details, OEM authorization, attendance, mock-test reports, participant feedback, examination scorecards and certification results.
  3. The RFP also establishes service-level requirements and penalties. For example, unauthorized trainer changes and trainer absence can attract penalties, while feedback satisfaction below 80% attracts a specified penalty. Total penalties are capped at 5% of the total batch cost.
