    • Use demonstrations, role plays, case studies, audio-visual content and on-site mentoring.
    • At least 80% of identified participants are required to be trained.
    • Pre- and post-training assessments are mandatory.
  4. Monitoring, Reporting and MIS

Pre-Qualification / Professional Qualification Criteria
1. Legal Entity
The applicant must be a single legal entity registered under the appropriate Act in India. Joint Ventures are not permitted.
Required documents include:
  1. Certificate of Incorporation/Registration
  2. GST
  3. PAN

 2. Minimum Turnover

The bidder must have a minimum average annual turnover of ₹10 crore from Indian operations during:
  1. FY 2023-24
  2. FY 2024-25
  3. FY 2025-26
Supporting documents include statutory audit reports, CA certificate/UDIN-approved turnover certificate and Profit & Loss statement.
3. Experience
The bidder must have at least three completed or ongoing consultancy assignments with:
  1. Central Government
  2. State Government
  3. Urban Local Bodies

Experience of working simultaneously across multiple ULBs is preferred. Work Orders or Work Completion Certificates are required.

4. Authorised Representative

A Power of Attorney or Board Resolution authorising the person signing the proposal is required.

Financial and Technical Evaluation
