1. Training Needs Assessment and Baseline Assessment

2. Training Curriculum and Material Development
   • Develop customised training modules, manuals, SOPs, checklists and technical toolkits.
   • Prepare training content in English and Hindi.
   • Develop role-specific training architecture for strategic, operational, grassroots and facility-level personnel.
3. Training Delivery
   • Conduct classroom, practical and field-based training.
   • Use demonstrations, role plays, case studies, audio-visual content and on-site mentoring.
   • At least 80% of identified participants are required to be trained.
   • Pre- and post-training assessments are mandatory.
4. Monitoring, Reporting and MIS
   • Monthly progress reports.

Financial and Technical Evaluation

The technical proposal carries 100 marks, and bidders must secure at least 70 marks to qualify for financial evaluation.

Tender Analysis – Key Points for Bidders

This RFP is particularly relevant for organisations with experience in government consultancy, capacity building, skill development, sanitation, solid waste management, municipal training and multi-ULB projects.

The most important eligibility threshold is the ₹10 crore average annual turnover requirement over the last three financial years. In addition, bidders need at least three completed/ongoing government or ULB consultancy assignments.

The technical evaluation places substantial weight on Approach & Methodology (40 marks), while turnover, relevant government experience, capacity-building experience, net worth and ISO certifications collectively determine the remaining technical score.
